Abstract:
Development of local self-government in the context of radical social and political transformation combines contradictory and oppositely directed tendencies. Dominating factor is an acute political struggle within the commanding elite which appeared to be unable to establish coordinated long-term strategies of “nation-building”. Russian self-government is characterized by the tendency for an unstable and fragmentary institutional development. According to the author, we can overcome these problems if we take into account certain peculiarities of the modern social and political dynamics
