Abstract:
Having become the content and target of administrative reforms in many countries lately, decentralization of the government has changed approaches to relations between the Center and Local Self-Government. Modern local relations are the result of evolution of the political and social systems as well as reflection of the basic values of the society. In every country they have their own specifics and stages of development.
