Abstract:
Local community is a resource of local self-government which is not realized to the right degree. Forms of direct realization of self-government by population are an effective mechanism of involving citizens into local decision making process. Evaluation of their self-organizing (synergetic) potentials allows us to assess the processes of cooperation between self-government bodies and local communities.
