Boltaevskii A.A. - Prostitution as a Modern Form of Human Trafficking pp. 1-9

Abstract: Recently the problems related to such modern forms of slavery as sexual trafficking of women and children have been seriously exacerbated. These criminal activities allow criminals to earn very good money and therefore create a serious threat to national security of the Russian Federation. Solution of these problem is possible only if the government and society put forth mutual efforts towards it. Special attention should be paid to prevention of child prostitution. The level of child prostitution has grown drastically due to the Internet development. The author of the article views the phenomenon of modern people trafficking within a historical context based on foreign and Russian sources and researches. People trafficking does not only create a threat for invididuals, it also creates grounds for the spread of organized crime which, in its turn, endangers the security and law and order on a nationwide scale. The most important factor for increasing the percentage of people involved in prostitution is the solution of economic difficulties experienced by the population and support of family, matherhood and children.

Abstract: Social deviation as a sort of human diseases are studied as a scientific environment, and the various forms of art. Prostitution, being one of the oldest occupations remains indispensable companion of major cities and tourist centers. In Russia, widespread the phenomenon was caused by the penetration of Western mores, helped by Peter's reforms. At the same time, in addition to street prostitution in our country there were hidden forms associated with serfdom. The author examines this phenomenon on the basis of published domestic and foreign sources, as well as interviews. Legalization of prostitution, the possibility of which is discussed in Russian society the past quarter of a century, will only lead to a deepening of the blemish. The destruction of the gene pool of the nation, crippled lives, the development of addiction - this is an incomplete list of the possible consequences of this decision. Historical experience shows that state supervision of prostitution does not remove the shadow side of the phenomenon, but only authorizes this social disease.

Abstract: The author focuses attention on the objective analysis of the sociocultural environment, as well as formulates the main characteristics and principles of sociocultural analysis. The article presents the scientific analysis of mass consciousness from the sociological perspective. The key indexes that affect people’s behavior and consciousness, namely the quality and level of life, level of education, culture, professional skills and knowledge, state and dynamics of health, are being determined. The author reveals the factors of formation of the extremist orientations and analyzes the sociocultural determinants of mass consciousness. The core methodological approaches towards the solution of the stated problem could be found in the context of socioeconomic reforms. The main conclusion consists in the analysis of mass consciousness, which manifests as a regulator of the mass forms of behavior, as well as in the explanation of a mechanism of emergence of the extremist views. The specificity of such analysis lies in the examination of society as a sociocultural system. The article formulates goals in the field of theoretical development of the issues of extremis within the practice of educational work.

Abstract: The subject of this research is the socio-psychological mechanism of modern terrorism and its potential social consequences. The author examines the socio-psychological regulation of the phenomenology of terrorism. Special attention is given to the risks of public security due to the socio-psychological atmosphere of aggressiveness and escalated social proneness to conflict. Besides the statistical structure of the fear of terrorism, there exists its dynamic structure that includes the sequentially implemented stages of terrorist activity. The dynamic structure of such activity can be presented in form of social mechanism, which contains a sequence of stages or links of the common circuit of terrorist activity. The historical, forecasting, systemic-functional, and comparative-legal approaches comprise the methodological foundation of this study, which allows to comprehensively analyze the problem at hand. The theoretical foundation includes methodological positions and conclusions pertinent to the theory of the problem of terrorism, terror as a legal and political phenomenon, and interaction between the subject of counteraction of terrorist threats, contained in the works of Russian and foreign sociologists, political scientists, legal experts; as well as the materials of scientific discussions and conferences, information websites on the topic of counter-terrorism. The scientific novelty lies in identification of the socio-psychological mechanisms of terrorism as the risks of terrorist acts in society, which determinative essence consists in the socio-psychological atmosphere of aggressiveness and escalated proneness to conflict, intolerance, inhumanity and violence, extremism and fanaticism, mutual mistrust and hatred in people’s relationships, loss of moral compass, disregard to the existing legal and social norms, and fundamental breakage of the stereotypes of consciousness and behavior.
Polyanina A.K. - Models of mass media regulation: comparative analysis pp. 1-7

Abstract: This article examines the foreign models of regulation of the media industry aimed at protection of children from information that may harm their health and development. The author reviews the widespread approaches towards classification of the systems of mass media regulation, and the genesis of the corresponding scientific representations. Having compared the key provisions of these approaches, the author determines the universal factors and parameters of the systems of mass media regulation in foreign countries. Addressing the issues of children’s protection from harmful content and taking measures aimed at restriction of distribution of information, the article considers media regulation system as a social practice and vector of information policy. The conclusion is made on the key role of the traditional value orientations, perceptions of risks in relation to health and development of children, mechanisms and technologies for protecting children from harmful information. Pronounced trends in regulation of mass media for the protection of children include the increase in national differentiation despite the globalization of media communication processes, which the author associates with the diversity of the main sources of dynamics of sociocultural national spaces. The growing commercialization of media industry indicates the need for integrating the capacities of state and civil mechanisms of control over the distribution of media products in the face of the threat of monopolization of media industry.

Abstract: The subject of this research is the social security which reflects the specificity of the world structure. Attempts are made to define the problem zones within the scientific understanding of social security, as well as the objective characteristics of world structure that allow determining particular mechanisms of ensuring social security. Attention is given to the necessity of introducing into the scientific discourse of the category “world structure” that reflects combination of the processes of modernization and globalization with the mechanism of ensuring social security. Accent is also made on the sociocultural analysis of social security within the framework of the world structure. Among the main conclusions are the following positions: 1) social security is a universal category that clarifies the vector of life of societies and nations; 2) social security is a key factor in achieving the effective globalization and modernization processes, which actively take place in the world; 3) world structure is possible only in the conditions of the efficient insurance of social security in countries and continents.

Abstract: This article reveals the influence of the social factors upon the character of the terrorist activity. In particular, the attention is given to the question why the level of social capital in the society plays an important role in explanation of the regularities in terrorist activity. The author defines size of social capital as a combination of social connections, networks, information flows, and institutions, which contribute into political activeness and play an essential role in consolidation of trust, cooperation, as well as in establishment of the universal norms in specific society. During the course of this research it was determined the social capital can put a multi-vectoral pressure, which simultaneously restrains and encourages terrorism, causing various consequences. As a result, the forces that stimulate the formation of terrorist organizations can restrain their activity or the savagery of the used by the terrorist strategies, methods, as well as the number among civil victims.

Abstract: The article reveals some possibilities for conceptualizing such a concept as spiritual security. At the same time, the author proceeds from the position that the political context of understanding spiritual security prevails in modern scientific discourse, but it clearly cannot be considered complete or sufficient. That is why the identification of spiritual security from the point of view of the cultural-philosophical approach provides the greatest heuristic potential for understanding spiritual security. Thus, the subject of the study is spiritual security within the boundaries of cultural and civilizational development. The emphasis is not on the genesis of the development of civilization and culture, but on their conjugacy in modern conditions. The main conclusions of this article are the following key provisions: 1) understanding the conjugacy of civilization and culture within the framework of the cultural-philosophical approach significantly increases the possibilities of conceptualizing these phenomena; 2) the study of spiritual security should be conducted through the prism of the correlation of this phenomenon with the levels of development of civilizations and cultures; 3) the absolute advantage of scientific understanding of spiritual security becomes a value-semantic perspective that allows overcoming the traditionally existing socio-political a vector in understanding spiritual security. The advantage of the proposed aspect is the orientation to the data of large-scale empirical studies devoted to the transformations of the value structures of human existence.

Abstract: The object of this research is modern youth, while the subjects is the spiritual intelligence of modern youth. The goal of this article lies in creating a mental model of the formation of spiritual intelligence of a young individual. The research methodology contains humanistic approach that allows giving priority attention to the problems life pursuits of a young individual; systemic holistic approach that allows substantiating the content of external factors that influence spiritual intelligence of a young individual. Focus on the systemic reflection of the object ant subject of research in the context of analysis of objective reality of the modern process of radicalization of youth reveals the correlation between spiritual intelligence of the young person and their behaviorism. The main results are as follows: 1) determination of the relevant in the XXI century groups of factors that negatively impact spiritual intelligence of the individual with immature worldview, and lead them towards entering the path of radicalization; 2) creation of the mental model that reveals dependence of the transformation of spiritual intelligence of the young individual, and thus, their behaviorism vector on the impact of external and internal factors; 3) formulation of the law of self-preservation of the young individual and establishment of correlation of its elements with the factors of external environment. The novelty of this work lies in the original approach towards creation of mental model of the development  of spiritual intelligence of a young individual in the conditions of immediate impact of radical ideology, description of the process of its functioning via mathematical model, formulation of the law of self-preservation of a young individual, as well as disclosure of the role of the government youth policy in determining the vector of youth behaviorism. The acquired results can be valuable for the government and law enforcement agencies in preventing radicalization of youth, as well as building the system of youth policy adequate to democratic society.

Abstract: The object of this article is the corruption as anthropological phenomenon, in other words, presented in psychological, mental, cultural, political, legal, economic, linguistic, and other aspects, which often are referred to as the “social”. The subject of this research is the psychological and historical aspects of corruption, mainly at the top level of intra-elite relationship. The author examines the connections of various levels of corruption with the key social conditions: stability, crisis, and transit. Special attention is given to the relation between bureaucracy and corruption. Methodological foundation implies the certain positions of psychoanalysis and Weber’s rationality theory, elements of theory of deviation of the elites, structural-functionalistic theory, concepts of social legitimacy, institutional approach, and network analysis. The author suggests a psychoanalytical substantiation of the genesis of corruption motives in the initially ambivalent human nature, which generates organic and social passions than include self-interest and extortion. Author’s special contribution into the study of this topic lies in the socio-psychological depiction of the image of corruptionist. Scientific novelty consists in determination of the three stages of historical evolution of corruption depending on the type of society and administration: individual practice, property of social system, and special type of social system.

Abstract: The object of this research is the new media that create the information space of Chelyabinsk, namely online media platforms. The subject of this research is the topic of environmental security of urban areas. The author aims to find and analyze the new media platforms that form the perception of ecological state of the city, as well as examine the role of users in distribution of eco-information through these platforms. The article employs the automated content analysis, which allows acquiring socially important information on environmental problematic by means of big data (using the “Medialogia” resource). The novelty consists in the empirical base, which consists of 1,050 online publications on the topic of ecology, as well as 5,400 postings in social networks for quantitative analysis along with 1,050 for qualitative analysis. The author also examines such indicators as the audience of postings, views and engagement of the audience, keynote of postings and comments, etc. The main conclusions are as follows: - the environmental agenda in media space of Chelyabinsk is relevant and sustainable; - the main topic of postings is the air pollution;  - online media platforms resort to the traditional delivery of information using frightening headlines     and repetitive visual symbols (factories, chimneys, smoke), which creates a stereotypical perception of the city’s image and concerns;  - due to the urgency of environmental problems for the residents, the audience shows high response rates;   - negativistic response of the audience prevails, as the users try to reach out to the authorities through personal postings and reposts of negative information.

Abstract: The subject of this research is the attitude of modern youth towards extremism and its various manifestations within the youth environment. The article provides a theoretical analysis of the content, factors and peculiarities of youth extremism, as well as the forms of its occurrences. Based on the data acquired in the course of sociological survey, the author makes conclusions on representation of the modern youth of Moscow regarding the essence of extremism, most dangerous of its manifestations, possible causes of its dissemination, and countermeasures. The author presents the data from sociological survey conducted among young people (predominantly between 18 and 25 years old) on the topic “Extremism in Evaluations of Modern Youth of Moscow”. A conclusion is made that youth extremism is perceived by the young people of Moscow as a fairly common phenomenon that is prone to escalation. The author also notes the necessity of using the most diverse forms of countermeasures that suggests the cooperation of the state with nongovernmental organizations aimed at increasing the level of legal culture among the youth.

Abstract: The subject under research is an important factor of social development – "information". A basis a hypothesis of research is the assumption that information is differently perceived in various ethnoses, religions, the states is influences the made decisions, behavior, the formed cultural stereotypes, laws, etc. But it is necessary to specify that according to the assumption of uniform model for all societies at this stage of development can't be.Article is devoted to the analysis of concepts, important for science: information, information society, influencing safety and a conflictness between the people owing to various reading of information codes. Information can be a development tool of economy and science, but the accent is taken on development of economy. For it it is focused on sensually perceived information in which the conflict is initially hidden. The main method used in work is the theoretical analysis of scientific works. The analysis was carried out on the basis of system approach to the studied material. For a formulation of conclusions inductive and deductive methods were actively used. Article offers not a standard view of process of social development during information era, underlines problematical character of development of the society founded on flows of information, growth of extremism and a conflictogenity in the world. Information society is inconsistent owing to variability of a major factor of development of society – information. Information transfers to society all the properties: rapidity, discrepancy, emotionality, short duration, etc. – all these properties shown in society lead it to social and economic and political crisis that we obviously see at the present stage: split of the USSR, Yugoslavia, ethnic conflicts and color revolutions.

Abstract:  Recent changes in healthcare system are perceived negatively by certain population groups, which results in a loss of confidence in the social system. Integrity of the reform of the Russian healthcare system depends on social stability, which is possible if results of the reform coincide with public representations on the guarantees of health protection. The goal of this work consists in determination of the eventual nature of threat to the security of social groups in the process of Russian healthcare reform using sociological methods. The subject of this research is analysis of the the nature of eventual threats to the security of population groups in the process of Russian healthcare reform. The object of this research is the problems of healthcare reform as the potential threats in perception of the respondents. In the course of this work, the author leans on the databases of comprehensive monitoring of living conditions of the population of the Federal State Statistics Service. Statistical analysis was conducted on the basis of contingency tables in dynamics of the tasks of research. Threat factors were viewed through the factors of not receiving medical treatment by the citizens. A third of respondents  above 15 years of age having health concerns, refused to apply to medical establishments. The population above working age appear to be in a vulnerable situation as a result of reform. Most of the listed factors are associated with inadequate work of medical establishments, which indicates social tension towards the reform of healthcare system. Two groups of factors are highlighted. Under the influence of external factors, the internal structures of healthcare system adapt without full consideration of possible consequences. The author underlines remaining contradictions between citizens’ expectations and changes in the practices of health protection. Changes in healthcare system are the cause of loss of confidence in healthcare institutions and refusal to seek medical treatment for certain social groups, which is a threat to their health. Realization f comprehensive guarantees within the framework of the system of Compulsory Medical Insurance requires different approaches.

Abstract: The subject of the study included significant conditions and factors for maintaining health in the context of ensuring the demographic security of Russian society. The object of the study was the national health of Russians and its regional specifics. Methodological approaches included a civilizational approach to the analysis of global and regional social, economic, behavioral determinants of health and population motivation for health-saving technologies. A secondary analysis of the phenomenon of national health in the context of modern humanitarian research is presented. The novelty of the study is based on the analysis of regional practices of the population in relation to their health, the structure of morbidity, factors and reasons motivating the population to take care of their health and lead a healthy lifestyle. Behavioral models of the population's attitude towards health and a healthy lifestyle are described; the structure of diseases in the population of border areas was analyzed. The specifics of motivation to preserve health through employer investments are described. It was concluded that there are regional specificities that determine the quality of public health and, in some cases, provoke specific “medical” interregional and external migration (for example, the opportunity to change place of residence to improve medical care). The health of employees of an enterprise of any form of ownership is a decisive reproductive component of human capital. In the conditions of the modern world, the permanent experience of the socio-economic and financial crisis, the transformation of values, the population is expected to significantly adapt to the changed conditions of society. All of this requires optimal levels of health and vitality. In this context, health is essential for the full and effective implementation of educational or professional activities.

Abstract: The subject of this research is the ethno-confessional space of public communications as an assemblage of media channels and stakeholders engaged in the process of making socially important decisions aimed at harmonization of interethnic and inter-confessional relations and prevention of conflicts thereof. The goal consists in substantiation of the need for involvement of law enforcement agencies in arrangement of a dialogue and partnership in the ethno-confessional space of public communications as its stakeholder. In theoretical aspect, the research methodology leans on the concept of management of public values and managerial concept of stakeholders; in the empirical aspect – it is based on the results of expert poll and analysis of normative legal documentation, which regulates the activity of law enforcement agencies. Substantiation is made that the problems of interethnic and Inter-confessional relations should be resolved not only from administrative perspective, but also within the space of public communications through engaging the representatives of interested parties. The analysis of expert opinion demonstrates that law enforcement structures have a considerable influence upon the process of problem settlement in the ethno-confessional sphere, but do not play a noticeable role in arrangement of a dialogue and partnership in the ethno-confessional space of public communications. It is underlined that in order to improve performance of law enforcement agencies on harmonization of relations and conflict prevention in the ethno-confessional sphere, requires creating the corresponding legal framework for cooperation and partnership of the law enforcement agencies and other interested parties in the space of public communications.

Abstract: The article is devoted to the problems of transformation of international political actorship due to globalization processes and global political orientation towards sustainable development. The author of the article considers that global political processes are political manifestations of natural global evolution processes, which take place at the mega-level, which to a great extent predefines the main tendencies of development of structure and system of goals of the global political actors. However, the overview of modern political reality shows that international cooperation due to the sustainable development strategy faces significant difficulties at the stage of transition from the simple managerism to the real pragmatic policy, the need for which is now better recognized by the global community.  The dominating state-centric approach reproduces the political model of non-sustainable development, which is characterized by archaic prerequisites of political realism, spontaneous formation of system, and growing threats to global security. The efforts towards the formation of sustainable future presuppose a complex approach to the activities in the three key spheres: economics, social sphere and environment.  Speaking of actorship, it means general target-setting and following uniform sustainable development principles in addition to technical interaction of specialized actors (which is also quite important). That is why, it is so important to form united institutional platforms for the interaction of a large number of actors being involved into one global project.  The convergence of the sustainable development concept and the global security issues are capable of forming the nucleus which shall serve as a basis for the real changes in the elements of national security principle, while so far it rather serves as an obstacle in the way of sustainable development cooperation and is an anachronism.

Abstract: In recet years the Russian Federation has been on the list of countries with the highest level of corruption. The Degree of the President of the Russian Federation No. 460 of April 13, 2010 on 'The National Strategy of Anti-Corruption Enforcement and the National Anti-Corruption Plan 2010 - 2011' proves that 'corruption is a true threat to national security'. However, the detailed analysis of the 'National Security Strategy 2020' No. 537 of May 12, 2009 shows that the present policy paper does not contain a section about the strategy of anti-corruption enforcement. In fact, the document does not mention this problem at all. This explains why there is no particular source that would register corruption as the threat to national security. The authors of the present article hope that the introduction of the anti-corruption measures described in the article will help to create a more stable situation in our country and eliminate the threat to Russia's national security.

Abstract: In the era of crisis sharply increase as forms and manifestations of various social deviations. The ratio of prostitution remains controversial in society: in Russia, for example, do not cease talking about its possible legalization. The study of this disease in our country is complicated by the impossibility of observation for researchers. Despite the fact that prostitution was ousted from the Russian streets, it remains one of the leading manifestation of shady business. Its development by modern Internet technologies.The author relies on the domestic and foreign publications on the subject, use the comparative historical method and critical analysis.Historical experience shows that the regulation of prostitution in the nineteenth century, both in Europe and in Russia had as its aim to prevent the large-scale spread of sexually transmitted diseases. Later, however, it became clear that this practice is misleading. Currently, the fight against the sex industry should be carried out as the economic levers - rising living standards, the fight against unemployment - and the revival of spirituality.

Abstract: The article analyzes social, psychological and political prerequisites for developing terrorism under the conditions of the risk society. The author views the processes of anomia caused by intensified terrorist activities and analyzes social motives and ideology of modern terrorism. As a part of global informatization of social space and risk construction, the author analyzes certain peculiarities of mass media that allow leaders of terrorist organizations exercise information and psychological influence and attract young people to participate in terrorist activities. The author also describes certain propaganda and manipulative techniques used to promote extremism ideology and legitimize violence. The author also pays attention at objectives and means of psychological war and views a terrorist act as a psychological method. The author also brings into focus the issue of involving women into terrorist activity for the purpose of moral legitimization of violence. The author outlines perspectives of future researches to be made in order to improve terrorism prevention methods in particular social and historical conditions.

Abstract: This author substantiates the thesis on the importance of spatial factors for conducting warfare. The article traces the evolution of warfare associated with the involvement of new territories and new types of spaces in the orbit of military activity. If the warfare of the past demonstrated a direct dependence on the geographical territory and the related “tensions” (C. von Clausewitz), the modern warfare are emancipated from the geographical shell of the Earth. The article explicates the factors that justify the need for arranging the new warfare spaces. Special attention is given to cyberspace, its structure, and conflicts unfolding therein. The scientific novelty of consists in the interpretation of cyberspace as an expected result of the spatial evolution of warfare. The conclusion is drawn that the emergence of cyberspace contributes to solution of the problem of information vagueness and creation of the stability zones for the military leaders, but at the same is a source of problems not less dangerous for the humanity. The cyberwar winner faces a tempting challenge of establishing global control over the territory of the plane using cyberweapon, or in most pessimistic scenario, its total destruction.

Abstract: The authors study the possible death of mankind, which had previously been questioned and discussed by many scholars. At the same time, the authors analyze the idea of K.E. Tsiolkovsky about the possibility of an infinite progress of the society that originated and developed on our planet as a result of the wide space exploration. The authors also investigated numerous global and cosmic threats and dangers that may be encountered by the humankind on the way to their further development and assessed probability of the hypothesis of social immortality. It is noted that the global and cosmic cataclysms and the possible danger of external nature, in comparison with the reality of anthropogenic global environmental catastrophe, go to the periphery of the strategic vision of the continued existence of civilization. In order to survive, the humankind must move towards sustainable development and subsequent noosferogenesis involving the preservation of civilization and the biosphere, and their co-evolution as a permanent co-development not only in the next century, but for future indefinitely.In connection with the wide space exploration, the authors discuss the so-called Big Socia Bang, i.e. fast (on cosmological time scales) spatio-temporal extension of socio-natural areas, which is about the same regularity as the globalization proccess in the earth coordinate system. The authors also analyze  the fundamental assumption of the possible appearance of a higher stage of evolution of matter, provisionally called postsocial stage.
