Brovkin A.V. - The issues of modern Russian system of higher education and ways of their solution to the benefit of all participants of educational process: Part 1 pp. 1-10


Abstract: This article emphasizes that the issues of modern Russian higher education cause direct damage to socioeconomic development of the country, thus there is a need for optimization of the system that will consider the interests of all participants of the educational services market. Accent is made on the necessary change in the approach towards understanding of goals of the educational process, tasks of the government and boards of the higher educational facilities. The author analyzes the erroneous and questionable decisions in the field of state policy as a whole, as well as the actions of the boards of the universities at the local level in particular. In the course of this research, the author applied personal organizational-pedagogical experience, methods of analysis and synthesis, information from the open sources, including modern monographs of the national and foreign experts in the area of organization of higher education. The main results are the following: introduction of the concept of “stakeholders of educational process”; determination of six groups of such stakeholders, each one has its own goals, interests, and demands. At the same time, the author indicates that the key problem at the present stage is the disagreement between the knowledge and skills of the university graduates and the requirements of the current job market and innovation economics. Solution of the aforementioned problem lies in the aligning of interests of all groups of stakeholders through identification, analysis, and overcoming of the problems of each group. The author conducted a comprehensive analysis of the first two groups, which allowed formulating a number of conclusions and particular recommendations.

Abstract: This article review the conceptual structure of regional society and its connection with the university culture. It is determined that the participation of a university in the structure of modernization potential of regional society is important for the development of the regional social space. The article analyzes the model of formation of the university space as a universal structure that will be responsible for the development and modernization of a region. The authors examine the questions of emergence of the effective grounds and forms of realization of interaction between the university and regional society. The goal of the work consists in formulation of the concept of optimization of a regional university, as well as socio-philosophical analysis of the expected results from the perspective of their purposefulness. Methodology for this study is based on the generalization of scientific research works dedicated to the analysis of various models of regional university. The authors’ main contribution consists in combination of all analyzed elements into the unified structure by means of establishing a basic space (university) as the overall control subsystem for the elements of regional society. Without the developing regional culture, all achievements of a university such as trained specialists, technologies and innovations will bypass into the other developing cultural centers within the country or abroad. Therefore, a university faced the task of forming the bases of multifacetedness within the surrounding social space and regional culture through the educational and scientific activity.

Abstract: Under the conditions of establishment of the knowledge economy and high technologies, especially increases the role of universities as the drivers of innovation development of the Russian regions. The national higher education facilities experience the need for formation and development of the innovation environment. In such situation, the adoption of efficient scientifically substantiated decisions is impossible without the comprehensive objective assessment of the development level of innovation environment and the contributing factors. It gives special relevance to the problem of research. The goal of this work consists in formulation of methodology for assessing the innovation environment of universities and its testing. The authors applied the analysis and generalization of results of the scientific studies alongside the Russian and international experience in the area of assessment of innovation activity of the universities. The article suggests the criteria and methodology of assessing the innovation environment of the higher education facilities; provides the results of assessment of innovation environment of the Far Eastern Federal District; substantiates the recommendations on development of the innovation environment. In conclusion, the authors justify the need for further theoretical-methodological development of scientific approaches towards assessing the innovation environment of Russian universities.


Abstract: This article is illustrated information about providing with systematic hi-tech, creating and forming their collective electronic catalogue in informational resource centers of our republic’s academic lyceums and colleges. And also there is suggested to make methodological center for optimizing of the forming collective electronic catalogue and creating electron resources.

Abstract: Abstract: in this article the authors describe the stages of content selection in the process of designing the Fund of evaluation funds for the discipline "Biology" in the conditions of modern high school. The article presents the theoretical substantiation of the implementation of the process of designing the Fund of evaluation funds (FOS) in the discipline "Biology" in the conditions of modern high school. The hypothesis put forward by the authors of the study on the design of the Fund of evaluation tools of the discipline "Biology" of the modern University is proved. Describes the steps aimed at creating a set of control measuring materials and guidelines describing the modalities, procedures, tools, criteria for the assessment of formation of competences of students for each of the stages of development of the discipline funds input, current, intermediate controls, one-semester and final tests. The authors described the stages of modeling, design, construction of controlling materials designed to measure and evaluate the dynamics of the development of student competencies.

Abstract: Object of a research are educational systems of various countries, in particular education systems of the Russian Federation, the USA, Great Britain, Switzerland, Finland and Japan. The structure of educational system of each state, and also her key features acts as a subject. Within the conducted research the author in detail discloses essence of an education system of each explored country, studies the positions taken by the states in the world ranking of quality of educational systems in 2013-2015, represents results of the comparative analysis of separate aspects of education systems of the explored countries for the purpose of detection of distinctions and similarities.When carrying out a research such general scientific methods as the description, comparison, the analysis, deduction were applied. System approach to a research acts as a methodological basis.The main conclusion following the results of the conducted research is that the educational system of each explored state represents the unique form of education of citizens created as a result of historical features of the country, and also under the influence of mentality and the level of state regulation.Novelty of a research consists in studying of some aspects of education systems of the Russian Federation, the USA, Great Britain and Switzerland in a new key. So, carrying out the comparative analysis of the initial education level and order of holding a state exam in the researched countries led to identification of benefits and shortcomings of each system.The practical importance of a research is defined by increase in level of knowledge at the population of structure and features of educational systems of a number of the countries, and also a possibility of their application in various life situations.
