Abstract: The subject of the study is to identify effective methods of legislative work to counteract the use by telephone fraudsters of such technical means as illegal substitution of SIM cards and Internet services for substitution of incoming call numbers. The general scientific methodology of dialectical (meaningful) logic and comparative analysis of practical problems and legislative activity of federal authorities are used. Fraud causes huge damage to society and incurs huge costs to the state. The global spread of the Internet has allowed scammers to export their activities to a fast-growing market and attract previously untapped consumers. The evolution of technologies and the spread of fraudulent approaches on the Internet have exacerbated the problems faced by victims. The results serve as evidence that when detecting and timely stopping attempts at telephone fraud (suspending suspicious transactions), legislative support and the formation of a subordinate regulatory framework are necessary for the interaction of financial organizations, telecommunications operators and law enforcement agencies. The development of smartphones and cellular networks increases the need for mobile advertising and targeted marketing. However, it also causes invisible security threats. We have found that phone fraud with fake phone numbers with a very short service life is becoming more and more popular and is being used to deceive users. The article is devoted to the consideration of the problem of legal regulation to ensure information security. As phone fraud becomes more common, it is extremely important to understand how to increase the effectiveness of prevention. Conclusions are drawn about the need to strengthen the centralization of countering intruders in order to increase the effectiveness of preventing telephone fraud, following the example of creating an interbank digital platform "Know your Customer".

Abstract: The article is devoted to the study of the geopolitical image of Russia, namely the structurally filling elements - constructs. The geopolitical constructs characteristic of the Russian case are considered by the authors, both from the point of view of the geographical and spatial representation of the country, and from the position of the geopolitical processes in which Russia is included. The geographical-spatial component of the geopolitical image is revealed by the authors through the analysis of the classical constructs of geopolitics represented by the theories of X.Mackinder, N.Speakman, G. Vernadsky, Z.Brzezinski. The geo-economic, cultural and civilizational, status-political and conjectural components of the geopolitical image of Russia, which determine the system of representations and the geopolitical identity of the country, are analyzed in the work. The main conclusions of the work are formed from the analysis of the geopolitical image and consideration of its internal elements. The authors indicate the integral nature of the geopolitical image, the complexity of which is analyzed on the basis of each individual component. In the spatial and geographical plane, the idea of Russia's position in the "core" of the Eurasian continent is recognized as the main geopolitical construct. The geo-economic component is revealed through the geopolitical configuration of the core and periphery, in which Russia will only have to take its stable positions, depending on the future structure of the economy. The status component defines the Russian geopolitical image through the available official and unofficial (image component) elements. At the same time, the cultural and civilizational issue is the most ambitious in the context of the multiplicity of geopolitical constructs: for example, the authors consider the idea of Eurasianism in the structure of the geopolitical image.

Abstract: The subject of the study is to identify the social aspects of the impact of global climate change on the safety of life and life support of the population of the Arctic zone of the Republic of Sakha (Yakutia). The article examines the dangerous hydrological, meteorological, agrometeorological and geophysical phenomena caused by these changes, which caused natural emergencies that occurred in the Arctic uluses (districts) of the Republic of Sakha (Yakutia) over the past ten years. Special attention is paid to the dangerous hydrological phenomena that had the character of catastrophic floods in the studied chronological period. General scientific methods of dialectical, comparative-system, structural-level analysis were used. State reports on the state and environmental protection of the Republic of Sakha (Yakutia) for 2010-2020, documents of the republican departmental and municipal archives, statistical data are used as sources. The social risks, impact, and economic damage caused by extreme flood processes, forest fires, heavy snowfall, and other natural disasters to settlements and residents of the Arctic have been identified. It is emphasized that natural and climatic changes and related emergencies multiply and exacerbate the existing social, economic and environmental problems of the indigenous peoples of the North and, thus, can be recognized as a threat to the safety of their livelihoods. A set of measures is proposed to reduce the impact of the negative consequences of climate change and, above all, the occurrence of natural emergencies, on the socio-economic development, health and traditional life support systems of the population of the Yakut Arctic.

Abstract: To date, the issue of developing marine robotic systems for solving various professional tasks of military and civilian purposes is being updated. However, the key aspect of using these systems is the provision of communication, which includes many features and difficulties. The main purpose of the current article is to analyze the trends and prospects for the development of communication systems at marine robotic complexes. The author attempts to make a comprehensive analysis and systematization of knowledge concerning the technical aspects of the organization of communication on marine robotic complexes. The scientific significance of the work lies in the possibility of using the obtained materials as a theoretical basis for further scientific research aimed at developing more efficient communication systems. As a result of the work, the main aspects and solutions for the formation of high-quality and safe data transmission in communication systems and radio access of marine robotic complexes are considered. The scientific novelty of the work lies in the proposal of a solution for the organization of technical data protection in communication systems of marine robotic complexes. The author examines the schematic diagrams of the organization of radio communications and possible ways of integrating information security systems. The scientific value of the work consists in the possibility of using the presented materials for the subsequent implementation of the presented ideas in practice. The main result of the work is the formation of a scientific and theoretical base in the aspects of the formation of data protection in cellular mobile networks on the example of marine robotic complexes. As a solution, it is proposed to use the channel reservation method based on the use of the AnCom RM/E modem. The paper presents the theoretical and algorithmic aspects of the integration of this solution in mobile cellular networks.

Abstract: The object of the study is the current state of the information space, the subject of the study is human security in the conditions of modern media space. The author examines in detail such aspects of the topic as the impact of media products on society, manipulative and viral technologies in the media sphere, the theory of setting the agenda, the problem of fake content in mass communications. Particular attention is paid to finding ways to identify fakes in the information field of the Internet and, in particular, social networks to ensure the media security of the user. The authors consider the dynamics of the development of the phenomenon of "post-truth" against the background of pandemic reality, analyze the differences between true news and fake, and provide a set of measures to expose false data in the media environment. The main conclusion of the study is the judgment that the mass audience invariably faces the need to filter content and recognize fakes, especially in the online environment of social networks, which requires certain procedures for monitoring and analyzing information. A special contribution of the author to the research of the topic is the conduct of a sociological study and processing of the results, which allowed us to form a model for evaluating news content in social networks to identify fake posts. The scientific novelty of the study consists in considering the previously unexplored features of the media security of the modern media audience in the information space on the example of social media resources.

Abstract: The work is devoted to the study of information risks in the national security system. Today's challenges and risks in the information sphere force us to look for new relationships between industries to improve the quality of life and reduce information threats. The presented information threats require identification and leveling in the future if such external restrictions arise. The article reveals the role and place of information security in the national security system of the country. This paper discusses the basic concepts of information security in the system of ensuring the national security of Russia, as well as the types of threats to information security, methods and means of combating these threats. This article examines the problem of legal provision of information security. According to the results of the study, the author concludes that the information policy of the Russian Federation is the regulator of public and private legal relations, through which the strategic objectives of the state are realized. Information security, as a type of national security, by its regulatory influence permeates all the diversity of social relations arising in the process of human and state life. It follows from this that the legislator should improve not only the norms of a public-legal nature containing prescriptions and prohibitions, but also private-law norms, the construction of which is based on permissive (dispositive) regulation.

Abstract: The authors in their study consider important aspects devoted to the issues of organizational and legal support for the organization of professional training of employees of the internal affairs bodies of the Russian Federation in the conditions of their education in the departmental system of the Ministry of Internal Affairs of Russia. In their work, the authors investigate the current state of affairs, give examples of the organization of the work of the educational and auxiliary units of the university to ensure high-quality training of students as part of their development of various educational programs for advanced training and professional retraining. Attention is drawn to the improvement of legal and organizational approaches to the educational process and increasing the level of competencies of the teaching staff engaged in educational activities within their authority. The tangible contribution of the authors of the presented work is the relevant topic touched upon, due to the fact that at present special importance is attached by the state to improving the level of education, legal culture, professional competence of police officers in the performance of their official duties provided for by federal legislation in this area. The researchers clearly concluded that proper control, planning, legal support of the organization of educational activities of the departmental university of the Ministry of Internal Affairs of Russia in the system of additional professional education, based on the requirements of regulatory legal acts in this area, will certainly allow to regulate the legal relations of all participants in the educational process in a natural way, will increase the level of personal legal responsibility for the implementation of the strategic tasks set by the Ministry of Internal Affairs of Russia.
