Abstract: In this article "The state migration policy concept of Russia: basis for the migration security of the state" V.A. Volokh, PhD, and V.A. Suvorova note that for a long time there was no holistic system of views on contents and key directions of state strategic course implementation in the sphere of migration processes.  The Concept of State Migration Policy of the Russian Federation till 2025 approved by President V.V. Putin establishes the principles and key activity directions for the Russian Federation in the sphere of migration. The concept defines goals, principles, aims, key directions and mechanisms for the implementation of state migration policy of the Russian Federation. The Government of the Russian Federation has approved a detailed action plan for the first stage (2012-2015) of the State Migration Policy Concept.  In the opinion of the authors implementation of state migration policy shall facilitate social, economic and demographic advancement, guarantee national security and support stability in the society.

Abstract: In this article the author based upon the scientific studies of 2010-2012 discusses the criminological study methods and approaches towards fighting terrorism and its financing, specific features of prosecutor control. He makes some propositions on optimization of fighting terrorism and its financing based on international experience.  It is noted that it is important to be disillusioned in respect to fast solutions of the problems regarding fighting terrorism and its financing in Russia. It is important that the political leaders of the Russian Federation use criminological approaches to fighting terrorism. The studies held in July 2012 show that it was not impossible to block foreign sources and channels of financing terrorism in the Republic of Ingushetia.  Blocking both internal and external sources of financing is currently a key goal and problem for all of the law-enforcment bodies and special services in Russia.

Abstract: The article includes the development of the approach towards the problem of security in the society as sustainable social order in the conditions of growing deviation/variety. It is noted by the author that growth and complication of the social reality is reflected by the growing variety of social situations, ever greater generalization and evening out of social norms, greater topicality of the problems regarding norms in the social sphere.  In such conditions an individual gains more and more independency in establishing his situations, and the activities (communications) in any social structure become more and more complicated. The social communications become de-regulated, and it causes discontentment in the social system as a whole.  The analysis of the evolution theory of N. Luhmann allows one to see the role of deviation in the modern destinies in more detail. The idea of the author is that once the “semantic hypertrophy of variety ” appears, the social system develops a new “salvation formula” for the social order, which is development of network communication space. The network has a unique quantity – the limitless ability to meet the need for the Undeniable. In this sense, one may say that development of network communications “saves” the order in the society by localizing the anomia in the virtual network space.

Abstract:  The article contains analysis of development of theory and practice of civilian control over armed forced in the Western states from the standpoint of political science. The authors analyze the views of political thinkers of past and present on the issues of civilian control over the army and tires to apply the ideas of the renowned political scientist S. Huntington to the modern reality, and they study the historical roots of formation the civilian-military relations in the Western democratic stats. The authors provide a detailed overview of formation and functioning of the system of civilian control over the armed forces in a number of Western European states and the USA, they study the key models, problems and perspectives of its development. The authors study social and cultural challenges to modern civilian - military relations, paying attention to the dialectics of the principle of civilian control over armed forces. They pay attention to place and role of a Ministry of Defense in a democratic state and civil society.

Abstract: The article contains criminological characteristics of the crimes of foreign migrants, and specific features of its territorial spread.  One should evaluate crimes committed by foreigners objectively without overestimating its public danger. Criminal activities level of foreigners is not above the criminal activities level of the Russian Federation according to the calculations by the authors.  However, there is a number of other important parameters, showing high level of its public danger. Crimes by foreigners are closely connected with illegal migration.  The threat to national security from illegal migration is strongly connected with the crimes of illegal migrants.  The public danger of crimes by illegal migrants should not be underestimated. Illegal migrants constitute up to 90% among migrant criminals.  There is also a connection between migrant crimes and citizenship of migrants. There is also a connection between migrant crimes and emigration directions from the neighboring states, and existence of old and new diasporas of people from these states in the Russian Federation. The new diasporas are formed by the migrant from the Central Asia. Their crime level grew abruptly in last five years (2007 to 2011). The older diasporas are formed by the citizens of other neighboring states, and the crime level among them is lowering.
