Abstract: To date, such a task as improving state and municipal control in order to focus it on assessing the effectiveness of budget expenditures, increasing the manageability of financial flows, as well as ensuring control over purchases of the Ministry of Internal Affairs of Russia, is of particular importance. Thus, the object of this study is the activity of state bodies in the procurement system. Based on this, this article presents the current author's methodology for improving the state control of procurement activities of the Ministry of Internal Affairs of Russia. The article uses general scientific methods and special methods of statistical analysis, first of all approaches and methods of system analysis and general theory of systems, analysis and synthesis, as well as comparisons and generalizations. The use of the presented research methods made it possible to analyze the existing methods of state control of procurement activities in the Ministry of Internal Affairs of Russia. Ultimately, based on the research data obtained, the author developed his own methodology for state control of procurement activities in the Ministry of Internal Affairs of Russia, which is most relevant today.

Abstract: The subject of the study is the economic attractiveness of the spheres of economic activity, which are considered in the article in the context of sections of the current classification of types of economic activity, while each section corresponds to a certain enlarged sphere. the purpose of the work is to assess the economic attractiveness of the spheres of economic activity of small enterprises according to statistical survey data. The paper verifies the scientific hypothesis that, based on official state statistics, it is possible to get an idea of the economic attractiveness of individual spheres of activity of small enterprises and, by comparing them with each other, to build a generalized rating of groups of economic sectors according to their attractiveness for small and micro enterprises. The article summarizes the definitions of economic and entrepreneurial attractiveness found in modern publications. The selection of indicators reflecting the economic attractiveness of the spheres of activity of small enterprises and available for calculation on the basis of available statistical data was made: capital return, revenue per employee, the level of wages of employees. A method of complex assessment is proposed and a ranking of the economic attractiveness of fields of activity for small enterprises is carried out using various methods of criteria convolution for the transition from a multi-criteria assessment to the construction of a rating. As a result of the research, the most attractive spheres of economic activity for small enterprises have been identified: trade, repair of vehicles, construction, information and communication technologies. It is proposed to take into account the results obtained when forming a small business development policy.

Abstract: The development of the transport system, in particular air transportation, ensures the fulfillment of national goals in the field of social security, economic growth, and technological structure. The instruments for the implementation of national goals are the system of state programs for the development of territories and industries. Since 2014, economic zones have been formed in the Far East, designed to ensure global competitiveness of investment conditions and movement to the Asia-Pacific countries. An important factor affecting the effectiveness of investment projects is the balanced development of the transport network within the boundaries of economic zones. The subject of the study is the aviation transport network as a driver of the growth of the "Territories of Advanced Development" projects in the south of the Far Eastern region, with the exception of the Trans-Baikal Territory and Buryatia. The choice of territorial entities is justified by the border location with the PRC, which affects the integration of trade relations, as well as the existing economic activity along the border from China. The object of the study is the air transport infrastructure located in the territories under consideration.      The methods of theoretical research were used in the work: analysis, synthesis, generalization, induction. As a result of the study, it was proposed to increase the number of airfields in the economic zones of the border territories, which will not only form part of the border transport structure, but also increase the level of investment attractiveness of the zones belonging to the territories of advanced development. The basis for the study of the location of points of the aviation transport network in economic border zones was: the simultaneous operation of strategically important legal documents, one of which is aimed at the development of the industry (Transport Strategy of the Russian Federation until 2030), the other at the development of the region ("On territories of advanced socio-economic development in the Russian Federation"), as a result of which, to obtain a greater systemic effect, it becomes possible to synchronize them; the results obtained in the process of studying the airfield network within the boundaries of the TOP, which indicate that the aviation network is not formed to maintain the investment attractiveness of the territories.

Abstract: The article examines the situation related to the development and problems in Russian small and medium-sized enterprises over the past decade. The assessment of the institutional environment of entrepreneurship at the present stage of its existence is given. The subject of the study is the processes taking place in this sector of the economy. The purpose of the article is to study the peculiarities of the development and existence of Russian small and medium-sized businesses.The theoretical and methodological basis was made up of articles by authors directly involved in business, as well as authors considering this economic activity from a methodological point of view. Changes in the institutional environment of the economy are becoming particularly relevant due to the challenges associated with sanctions restrictions against the country, as well as the serious dependence of the budget on oil and gas trade in raw materials, where energy prices have recently collapsed.The materials of the article can be used by mass media focused on the problems of domestic entrepreneurship. The novelty of the article primarily consists in a comprehensive analysis of the situation in this sector of the economy over the past decade. The state of the country's economy directly depends not only on the players of big business, but also largely on the objects of small and medium-sized enterprises, since they use local labor, raw materials and production resources on the territory. Therefore, economic diversification is currently an important issue for the state economic policy of the state, and it is small and medium-sized businesses that could become the locomotive that would allow the country to get out of further technological and socio-economic distress.

Shatakishvili K.E. - The impact of the stage of the company's life cycle on the cost of equity through the coefficient β pp. 37-45

Abstract: The valuation of the company's equity is one of the main tasks in the framework of the valuation of the company, as well as one of the main sections of corporate finance. The most used method of assessing the return on equity is the CAPM model, but this article analyzes the four-factor Fama-French model- Karcher due to its novelty and, as a consequence, fewer studies. The author analyzes the impact of the company's life cycle on the return on equity using an econometric analysis of 5 clusters of 3,113 public American companies (data for 1989-2019) classified according to the criterion of the stage of the life cycle. The relevance of the study lies in the absence of an unambiguous answer, confirming or refuting the existence of a link between the cost of equity and the stage of the life cycle. The classification is based on an article by Victoria Dickinson, Professor at the University of Mississippi, "Cash flows as an indicator of the stage of the company's life cycle." According to the results, the stage of the life cycle affects the cost of own capital, β the coefficient decreases during the first three stages (formation, growth, maturity), then continues to grow (shake-up, recession). The minimum value falls on the maturity stage, it can be assumed that this stage of the life cycle is the most reliable for stakeholders. This article can be useful to all persons evaluating business (investors, appraisers, etc.), as well as for the further development of this theoretical aspect.

Abstract: The development of the tourism sector of the economy is one of the priorities set by the leadership of the Krasnodar Territory and the Russian Federation. Thus, the construction of a model of the influence of tourist flows on the stability of the territory is very relevant. The object of the study is the interconnected economic, social and ecological system of the resort destination. The subject of the study is the interaction of key indicators affecting the sustainability of a tourist destination and tourist flows. The work is aimed at building an integrated computer model that can be used for: -studying the interaction of key variables; - conducting scenario analysis and modeling to determine the possible consequences of management decisions.The authors develop a single synthetic model that combines social, economic and environmental aspects of the subject of research. This model is evaluated using an adjusted net savings indicator and allows us to study the trends in the development of the tourism sector, as well as to conduct a scenario analysis of the consequences of various management decisions. Using this tool for medium- and long-term planning will give the decision-maker more information in conditions of uncertainty, which will avoid many managerial mistakes. In the future, it is planned to refine and adjust the model using new statistical data; to conduct computational experiments to identify economic trends in the impact of integrated programs and scenarios for the development of the tourism sector.
