Ursul A.D. - The vector of socio-natural evolution: from global to geospatial sustainability pp. 19-29

Abstract: The subject of this research research is the resolution of socio-natural contradiction, which consists in the fact that the growing needs of mankind are no longer satisfied by the biosphere, which can escalate into a planetary catastrophe. The resolution of this contradiction consists in the achievement of global sustainability that takes place in accordance with the certain “algorithms of development”, which opens horizons for a long-term and safer socio-natural evolution on Earth. The global world,  although becoming sustainable,  is not isolated from the space processes and factors due to the natural-spatial connection of the planet with its extraterrestrial environment, and even more so, due to the beginning of space exploration. Even the global world created in the future would not long endure without further sustainable space exploration; its longevity would require transition of the industrial complex in the outer space. Thus, the achievement of global sustainability will be accompanied by transition to an even safer type of evolution with focus on reaching geospatial sustainability. The further socio-natural evolution clearly indicated geospatial trend, which connects the vectors of global and extraterrestrial mainlines of sustainable development.

Ursul A.D. - From Neolithic towards space revolution: emergence of a new means of socio-natural interaction pp. 20-34

Abstract: The subject of this research is the ongoing drastic transformations in interactions between nature and humankind at the stage of space exploration. Earth’s material production will continue being developed, but at the same time, a completely new process will emerge, brought about by human interaction with extraterrestrial natural environment. This means predictions of taking production into outer space, especially heavy industry, which was even conceptualized by Konstantin Tsiolkovsky. Special importance in its development will be played by extraterrestrial mining industry. The author demonstrates that sustainable mining will continue to on Earth even after development of space mining, and these processes will be closely connected. Without development of space mining, it would be practically impossible to continue exploring space or ensure space security. It will be space mining that will play the defining role in formation of a new, space means of socio-natural interaction, which will define further evolution of our civilization in broad exploration of the Universe.

Abstract: The research subject is the study of global tendencies of Latin America transition to sustainable development. Such transition is aimed at settling the argument between the rising needs of humanity and the inability of the biosphere to satisfy them without being rapidly and massively destroyed. The sustainable development strategy is supported by the states of Latin American region where the understanding is strengthening that its effective usage is impossible merely at the national level and requires regional, interregional and global approaches. The author’s aim is to analyze the global “background” and international and regional dimension processes of Latin America acquisition of global sustainability. The author outlines basic directions and the first steps of Latin America states transition to sustainable development, and emphasizes the leading role of Brazil in this process. All the more so as the country is strengthening its ability to influence the pursuing of sustainable development goals via BRICS. Since its foundation, this international association of five large countries has oriented towards the effective transition to sustainable development in its unique format. The strengthening of cooperation between these countries is expected, including that in BRICS Plus format, in “sustainable transition”, which is also proved by the participation in this process of the recently created BRICS departments - the New Development Bank and the Network University. The author assesses the influence of COVID pandemic on the further socio-economic development of the region and on the process of implementation of sustainable development goals.

Abstract: The subject of this research is one of the least advanced and most discussed phenomena of globality. The author assumes that the phenomenon of globality appears to be that core subject, and in globalistics – even the object underlying the global vector of science. It is demonstrated that this ambiguous concept gains more and more relevance as the world is rapidly turning into the global world, influenced by human activity along with natural factors – global processes and constraints. The author examines the meanings of the concept of globality in modern science, and specifically the ongoing transformation of “global” from quality of the subject into “globality” as the object of research; as well as determines the basic forms of the concept of globality within the global cluster of scientific knowledge. The author applies the integrative-interdisciplinary, system and global approaches; historical and evolutionary methods of research; as well as a set of other scientific methods, such as forecasting and studying of future. The article illustrates the main forms of globality: spatial-geographical, spatial-temporal, and qualitative-conceptual. The author also refers to the listed above main forms of globality the existential meaning of the concept of globality, associated with the global risk and global security. The article discusses the peculiar types of globality with regards to global phenomena, mostly on the examples of globalization and global problems. It is suggested that globality manifests as the basic concept for global studies, guiding the vector of scientific inquiry.

Ursul A.D. - The global vector of international relations

Abstract: The author of the article notes that international processes have global potential, which hasn’t been completely revealed yet, and characteristics which determine their global orientation. Global features, potential and orientation of international processes manifest themselves through principles and general patterns involving all their participants and all the spheres of these social relations. Some international processes won’t gain global status at all, and the author defines the main criteria of their globallity. First of all, it is the qualitative-contensive criterion of globality as a spreading potential unity of particular social patterns, tendencies and principles. Besides, the author considers the spatial-geographical and the temporal criteria of globality, and the criterion connected with the problem of global safety. The author uses the global and the system approaches together with the integrative-interdisciplinary, historical and evolutionary approaches, the methods of scientific forecasting and futurology. Further inclusion of international relations into the process of solving global problems requires the improvement of supranational mechanisms of administration right up to the upcoming establishment of the global level of administration and the formation of global law and global values. The author makes a hypothesis that the phenomenon of statehood will keep the leading role not only in the transition to sustainable development, but also in other directions of the evolution of international processes. The author anticipates the development of international processes for the foreseeable future: the analysis of possible evolution of state as a key subject of international relations implies further development of these relations in terms of spreading sustainable development of humanity on the planet and beyond.

Abstract: The author demonstrates that the global world is formed under the influence of human activities, as well as the natural factors – global processes and limitations. On the one hand, the space of social and socio-natural interactions expands to the planetary volume of biosphere; on the other, such expansion faces the planetary (primarily biospheric) limitations that establish certain limitations and contradictions for further global development. Upon the path of its formation, it is necessary to settle the main socio-natural contradiction, which consists in the fact that the continuously growing needs of humanity became progressively unsatisfied by the planet’s biosphere, leading to the global limits of development, which potentially carries a threat of planetary disaster. Therefore, global community intents on the sustainable global development that must resolve such contradiction. A conclusion is made that the global vector of research that includes globalistics, global academic disciplines, globalizational studies, global evolutionism and a number of other fields of scientific inquiry, has already been formed. Although the global cluster of scientific knowledge unfolds mostly in the late XX century, its origins are detected in the works of V. I. Vernadsky already in the beginning of the same century. The scholar anticipated the emergence of the “global stage” of scientific development as a precursor to the beginning of global world in the form of noosphere.

Ursul A.D. - The information context of inflation futurization pp. 1-12

Abstract: The author continues to study the phenomenon of accelerated flow of time at the inflation stage of the Bing Bang named as inflation futurization. Such form of futurization represents the very first process of “advanced futurization” that unfolded in the Universe and has a data component. The data component of inflation futurization is revealed from the perspective of the attributive concept of information. The Inflation state of Bing Bang at the data level kind of “simulated” at a rapid pace, as well as ahead of schedule “forecasted” what started happening in the Universe in a much slower pace in the main line of universal evolution. It is demonstrated that evolution and information are immanently interconnected, which allows forming the information (or even digital) pattern of the Universe, including as a giant quantum supercomputer. It is suggested that in a certain sense the Bing Bang can be interpreted as an information “explosion”, because the accumulation of data is possible only within the expanding in three dimensions space and formation aimed towards the future of time arrow. Time acts as a dimension with a discrete nature in form of the almost indistinguishable quantum of duration, which flow can be examined through the information methods. Thus, the temporal changes (including the “advanced futurization”) will be allowed to simulate and code as a specific “digital” process.

Abstract: The author demonstrates that globalistics acquires not only a disciplinary form of its existence and development, but also manifests the integrative intentions that expand the global sphere of scientific search. The article reviews a number of directions of this search, which can be qualified as interdisciplinary sections of globalistics, since they have been formed as a result of its interaction with the specific scientific disciplines. At the same time, attention is turned to the fact that each of the examined global processes and systems formed by them can become the source of emergence of a new direction (sector) of globalistics. The trends of the indicated globally integrative processes and especially the mechanisms of their expansion are considered. The author determines the external and internal sources of the "global synthesis" of knowledge, which carries not only interdisciplinary character, but is also a part of "internal" content of globalistics that is exemplified  by globalization studies included in globalistics. It is assumed that among the new integrative directions of globalistics may appear the sections that correspond to one or another global and globalizational processes and systems. This is one of the prioritized sources of the emergence of new directions for global research of not only interdisciplinary nature.

Abstract: The formation of a global world is reflected and discussed in science forming the new direction - global studies. However, some key terms discussed further haven’t been thoroughly developed despite being widely used in publications. Therefore, the article gives special attention to the problem of defining the notions “global development” and “global world” in their broad and narrow senses. Besides, the global direction of science is still lukewarm about the studies of sustainable development in its global dimension, and it is important to connect the above mentioned research areas in the context of the global world achieving. The author uses the set of general scientific methods including conceptual modeling, the global, interdisciplinary and systems approaches, the historical and evolutionary approach, the hypothetical and deductive method, forecasting and other methods of studying the future. The author shows that the global world is formed under the influence of both the human activities and the natural factors - global processes and restrictions. On the way of its formation it is necessary to solve the main social and natural contradiction - the biosphere of the planet is not always able to satisfy the continuously growing demands of the humanity which leads to the limits of global development and can result in a global disaster. That is why it is important for the global development, which is determined to solve this contradiction, to be sustainable development which the global society is already oriented at. Ultimately, the authors suggest understanding the global world as a mature form of global development and social and natural interaction which can be achieved in the future by means of the transition to global sustainability.

Abstract: The author analyzes the problem of security in the context of interdisciplinary global studies and the sustainable development concept. The paper considers the problems of interconnection between security and development and the formation of a unified methodology of their researching in the context of extensive interpretation of the problem and the concept of security. The author demonstrates that the sustainable development concept unites preservation (security) and transformation (progressive development) of civilization in a single system in the context of preservation of the environment. Sustainable development in a broad sense is understood as the safest, non-regressive type of evolution, which eliminates or decreases any negative impacts on civilization and biosphere for the purpose of their preservation. The author uses general scientific methods including the complex-interdisciplinary, evolutional-historical and system-global approaches, the methods of conceptual modeling and the studies of the future, particularly, the futurological approach oriented on the research and targeted prognostication of the dynamics of the object under study. The author notes that in the future global world, sustainable development and security will be maintained mainly not by means of protection, but via this type of safe development, thus promoting the establishment of positive and elimination of negative tendencies of global development. The paper considers the theory of securitization, developed within the Copenhagen School of international relations. The author forecasts the formation of two integrative fields of scientific knowledge; one of them will get a global prefix (global securitology) and another will become an interdisciplinary section of global studies (securitological global studies).

Abstract: The article shows that the formation of global world to a significant extent depends on solving global problems and reducing negative impacts of globalization during the transition to sustainable development (SD). Global process of transition to sustainable development is understood not only as a new form and strategy of development of mankind, which gives equal opportunities to present and future generations to satisfy their requirements, but also as a new, co-evolutional, way of interaction of society and nature, accompanied by the formation of global world. Sustainable development is considered in the context of solving priority global problems, not merely the ecological problem. To develop the issue, the author uses such general scientific research methods as the system-global, socio-natural, integrative-interdisciplinary and evolutionary-historical approaches, the methods of futures studies, especially the futurology approach and sustainable development prognostication. The author focuses on the fact that globalization and global problems are to a considerable degree determined by socio-natural factors: features of the planet and limits of the planet as a space body and the need to fundamentally change the traditional forms and ways of people’s life and their interaction with nature. The author studies the formation of global world in the context of solving the key socio-natural contradiction between the growing needs of mankind and impossibility to meet these needs without quick degradation of the biosphere. The author emphasizes that in the context of multiplication of global challenges and threats, it is necessary to move from eradication of emergency and other negative consequences of natural disasters and anthropogenic activity to prevention and preventive measures consisting in further movement to global sustainability.

Abstract: Basing on the evolutionary concept of anthropogeocosmism and cosmo-globalistics, the authors argue the point of view about the beginning of spread of the more extensive process – the global cosmic scientific revolution. This process begins to evolve on the basis of integration of the global and cosmic research, gradually capturing the broader scientific space. It is also demonstrated that over the recent time, under the influence of global factors and processes, the science faces a completely new global revolution, which substantially differ from the previously determined, even because the term “global” is applied in qualitative-conceptual, as well as spatial-geographic and spatial-cosmological meanings. The authors examine two opposing vectors of movement in cognizing the phenomenon of globality: one from the cosmos towards the vision of global characteristics and integrity of the mankind and planet; and the other – from the planet itself, local places of people’s places of residencies towards the global boundaries, and further – to outer space. For substantiation of universality of the global-cosmic revolution, science as a whole is divided into the two new groups (cluster): earthly and cosmic sciences, which in their number are inequitable. This dichotomic division, pointed by V. I. Vernadsky, can complement the existing classification of sciences. The authors believe that since the end of the previous century and beginning of the current century, the temporal-linear “revolutionary movement” of science does not end in general, but rather yields to the “multi-revolutionary approach” of general integrative nature. This is not just the interdisciplinary unification n of the global and cosmic revolutions into one whole, but also other manifestations of poly- and interdisciplinary in composition and content of the scientific revolutions. The essence of such complex-integrative scientific phenomenon consists in emergence of an entire complex of revolutions, rather than just “another” scientific revolution. The global cosmic revolution is joined by information cybernetic revolution, ecological revolution, temporal revolution (primarily the process of futurization), as well as a number of other universally global revolutions in science that create a cognitive foundation for the establishment of noosphere, the idea of which in our country was proposed by V. I. Vernadsky.

Abstract: Sustainable development requires changes in thinking and ways of acting, and a key role in ensuring these changes is played by the education. Education for sustainable development (ESD) is not only a prerequisite for achieving a sustainable future, but the priority and advancing its means, i.e. the transition to sustainable development begins with the formation of education for sustainable development and the formation of a new globally-sustainable consciousness. ESD becomes one of the key mechanisms for achieving the Millennium development Goals, as well as those new 17 global sustainable development goals that were adopted at the Summit on SD, approving the Agenda in the field of sustainable development until 2030. Adopted a global action programme on ESD, which was announced at the UNESCO world conference on ESD, held in 2014 in (Japan, which gave an assessment of the current state of education in the world and focused on solving the problems of transition of civilization to sustainable development. This goal is new, adopted in Incheon by the concept of education, which is to transform people's lives through education, recognizing the important role of education as the main driving force of development and in the achievement of the other proposed SDG.The article notes that, while continuing the further roll-out of ESD, however, need to start implementing a new strategy for global educational process to accelerate and expand the movement towards "global sustainability". It is shown that the environmental component (and corresponding model) of education currently prevalent in the form of education, which is now called ESD, but that is just the initial stage of formation of a new systemic model of education for sustainable development. For the ecological component of ESD has already added the vision of ESD in temporal perspective as advanced education and interpretation education based on the concept of "security through stable development", future prospects of globalization of education and global education, and will later be synthesized and other models of education (for example, to start the process of comisario education and establishment of the space education on the basis of astronomy and space, global evolutionism).

Abstract: This article explores the process of transition from the Millennium Development Goals to the Goals of Sustainable Development due to the introduction of the new Agenda in the area of sustainable development for the period until 2030 (later Agenda-2030). The new global Goals of Sustainable Development, following the Millennium Development Goals, contain 17 goals in the area of sustainable development and associated with them tasks. The authors demonstrate that from the very beginning the Sustainable Development as a new form of development of civilization had “targeted orientation” and suggested realization and formulation of the targeted hierarchy necessary for the establishment of the effective global management. In the long view, sustainable development in its “anthropogenic” component should implement the goals and principles of the Sustainable Development, which will be determined with each new stage of development of such type of socio-natural evolution. The author substantiates the position that the concept of Sustainable Development must drastically transform in “global dimension” and cannot limit itself by a “triad” of interconnection between the economics, ecology and social sphere, at least in its modern perspective. It is noted that preservation of planet’s biosphere is one of the major goals of the transition towards sustainable development, as well as its natural foundation, on which the sustainable development should be based upon, representing a new, gradually evolving and acquiring a global scale socio-natural process. The authors discuss the concept of planetary boundaries that establishes the corridor of global environmental security, within the limits of which the biosphere is being destroyed by the anthropogenic activity to the minimal degree.

Abstract: Global administration for sustainable development is being explored as a global political process, the course of which is aimed at a targeted formation and realization of mechanisms of transfer of the administrative authority to a global level, capable of effectively resolving global issues and inclusion of global processes into the strategy of survival of humanity. Sustainable development means global strategy of solution to the global socio-natural contradiction between the growing consumption and the inability of the biosphere to meet this demand, and in a more general case, as a safer form of self-organization of the civilization. In the current political reality, there is only a place for the processes of regulation, which characterize the function of elemental establishment of a global order through the structure of cooperation between transnational and global actors. We are yet to be able to speak about global administration as a realistic and efficiently implemented function of global civilization. The authors formulate the core characteristics of the future global administration as the key global social function and political civilizational project on the path of transitioning the humanity towards sustainable development.

Ursul A.D. - Vector of Futurization: Turn to the Research of the Future

Abstract: In his research Ursul describes peculiarities of the future and makes a proposal about possible researches of this phenomenon which does not yet exist. The author views the turn towards the future in different activities as the futurization process. The researcher also discusses the principle of temporal integrity that acts as some kind of the 'time conservation law' and reflects the need for taking into account the relationship and quantitative parameters of the three worlds of time (the past, the present and the future). From the point of view of the principle of temporal integrity the futurization process of human activity means improving the temporal strategy of such activity. The anticipation phenomenon is aligned with accelerated futurization including anticipatory reflection and development. It is underlined that global catastrophes can be prevented only as a result of anticipatory decisions and actions which significantly boosts up interest in researching the future. The researcher has mostly used futurological prognosis, noospheric and other methodological approaches to researching the future as well as synergetic, probabilistic, evolutionary historical and interdisciplinary approaches, principles of temporal integrity, globalism and cosmoglobalism. According to the author, there are spontaneous futurization and deliberate futurization, the latter being related to the definition of futurization as an intentional activity feature, which is illustrated by the transition towards sustainable development and noospherogenesis. Special attention is paid to the types of futurization as anticipatory activities and anticipatory development, which increases interest in futurology, prognosis, foresight and other researches of the future. The author demonstrates that the movement of time from the past to the future through the present called 'the arrow of time' is conditioned by the inflation phase of the Big Bang, the 'birth' of the Universe and further expansion thereof. It is underlined that the inflation period demonstrated the super-fast and therefore anticipatory futurization. Noteworthy that there are new arguments proving this hypothesis today.

Abstract: The article discusses the global processes that lead to fundamental transformations in the field of science and education. Special attention is paid to the global revolution in science that begins with its pivotal globalisation and orientation on the possibilities of transition to sustainable development and consequent noospherogenesis. The article discusses the process of globalisation of education and establishment of a new type of education - a global education, that, from the authors' point of view, originated in the lectures of V. Vernadsky in Moscow University in the beginning of the last century. Pivotal revolutionary changes of global education are expected, which are vectored from its modern forms towards education for sustainable development and formation of noosphere-oriented global education. System, futurological-prognostic, noospheric and other methodological approaches of futurological research have been used, as well as comparative, evolutionary-historical and interdisciplinary general scientific approaches and methods of conceptual modelling. It is stated that on the macro-level there is a top-priority dependency of education upon the integral society, while on the micro-level there is a top-priority substantial dependency upon science. This bilateral dependency of education upon the features and characteristics of the society as a whole, from the one hand, and upon its most important part - science, on the other (which also depends on the whole) demonstrates the "double determination" of evolutionary processes in education. It is stated that education will have to not only be modernised, but also futurised, in some aspects becoming preemptive education, that efficiently paves the way to the desired global and noosphere-wise sustainable future. It is expected that the establishment and evolution of the models and types of global education will be under the supervision of a new type of global research - educational global studies as an interdisciplinary field connecting global studies and educational science.

Ursul A.D. - Russia in BRICS: the Concept of Sustainable Development pp. 1-69

Abstract: In his article Ursul stresses out that the global summits on sustainable development took place in Rio de Janeiro and Johannesburg which is the evidence that BRICS acknowledge the importance of the implementation of a new strategy of civilization development. The implementation of the concept of sustainable development is what in many ways connects BRICS, however, this collective activity of the aforesaid countries have been scarcely mentioned in the academic literature. Sustainable development is viewed as the global strategy to solve the main socionatural contradiction between the growing needs of human and the inability of the biosphere to satisfy these needs. The researcher shows that the Russian Fedeation has already started to conduct the successive transition to the sustainable development. This transition guarantees a balanced solution of socio-economic tasks, environmental and natural-resources potential issues and satisfaction of needs of the present and future generations. However, today's definition of this kind of development differs from what it was initially. Today this concept is broader and based on the systems approach.  The author focuses on the need to extend the scope of the concept of sustainable development so that it would include the most areas of human activity. The author suggests that in broader terms sustainable development should mean a secure type of evolution oriented at preservation of civilization and biosphere, their co-existence and co-evolution. Special attention is paid to the relationship between security and development as well as the guarantees of the main forms of security by the means of sustainable development. In his article Ursul has mostly used the futurological predictivem, noospheric and other methodological approaches to futures studies as well as the comparative, evolutionary historical and interdisciplinary scientific approaches. In his research Ursul describes the main contents, peculiarities and prospects for Russia's transfer to the sustainable future which would be oriented at creation of the global noosphere. The author's idea to create the national idea based on the country's secure and sustainable future in a globalized world as it was offered by the author before is also discussed in the present article. To a large extent BRICS is guided by the global strategy of sustainable development. Official documents adopted as a result of the six summits carried out in these major rapidly developing countries are a good proof of that. It is also assumed that BRICS is gradually becoming the leader of the implementation of sustainable development strategy in the global community as a new non-traditional international organization capable of making a great contribution to the preservation of civilization and biosphere and satisfying the need of the humankind to survive.

Abstract: This article analyzes the problem of forming the goals for sustainable development due to the implementation of the universal agenda on further realization of the Rio process at the UN level. The author points out that there are two immanently interconnected strategical goals for sustainable development – the survival of civilization and preservation of biosphere, as well as the comprehensive existential purpose – their coexistence and coevolution. The new global goals for sustainable development are the continuation of the Millennium Development Goals, which represent eight priority goals for international development.  The proposed UN Agenda for Sustainable Development includes 17 sustainable development goals and 169 related tasks of complex nature, which comprise a set of universal priorities and parameters for sustainable development. The author believes that in its modern perception, the concept of sustainable development cannot be limited by the “targeted triad” of correlation between environment, economics, and social sphere. It is also noted, that Russia is on the path of realization of a remote, but important in its conceptual aspect strategic and global goal in transition to sustainable development – the establishment of noosphere.

Abstract: In their article the authors emphasize that education will soon have transformations closely related to evolutionary changes in the global civilizational development and interaction between society and nature. The authors discuss the formation of education for sustainable development (SD) in Russia both prior to and during the Decade of Education for Sustainable Development. The authors also discuss what official documents are needed to be accepted both at the global and Russian levels in order to implement the concept of sustainable development in the sphere of Russian education. Abstract: The article notes that the doctrine of the noosphere in the works of Vladimir Vernadsky developed on the conceptual and ideological basis in which globalism and the idea of the formation of noosphere were connected to form a coherent vision of the future. A characteristic feature of the future will noospherogenesis its worldwide character is determined not only by global processes and the biosphere-environmental considerations, and in fact all the major components of the system and the megatrends of human activity as a civilizational and cultural evolution. Noospherogenesis considered in this work as the basic means of survival of mankind and the shape and the main goal of all present and future development of civilization, including the transition to global sustainability, the creation of an information civilization, globalization and other positive processes of global development. It is also about a new stage - is non-classical, and not just in the doctrine of the noosphere, but wider - in noosphere studies and thereby turning the "exercises" in science or scientific field. Discloses a process for the global transition to sustainable development of mankind, info essence of the phenomenon of the noosphere and the formation of its main core - noosphere collective intelligence.We use an evolutionary (especially universal evolutionary) approach and methods of global research and information approach and criteria development. Noospherogenesis considered in this work as the basic means of survival of mankind and the shape and the main goal of all present and future development of civilization, including the transition to global sustainability, the creation of an information civilization, globalization and other positive processes of global development.It is shown that mankind has transformed into a single, coherent civilization noosphere, accompanied by the formation of a fundamentally new way to secure socio-natural coevolutionary interactions. Hypotheses about the possibility of transformation of cultural and civilizational processes in the noosphere stage of their evolution beyond the planet. It has been argued the need to enhance conceptual understanding of the phenomenon of the noosphere to evolution-cosmic scale. We are talking about the fact that social evolution creates chances of becoming the sphere of reason, not only in the biosphere on a global scale, but also that the formation of the noosphere due to continuing global evolution of the Universe and is a necessary stage of its deployment, which will be implemented in the social and natural form first in the world, and then beyond.

Abstract: The problem of the mankind survival and biosphere preservation reveals the content of a new concept of civilizational development and a related to it problem of security. Sustainable development is considered as a guided global civilizational process and socio-natural co-evolution, which doesn’t destroy the environment and ensures survival and safe, indefinitely long existence of the mankind. The article considers the conceptual-theoretical issues of security and sustainable development, the difference of the modern model of civilizational process from the society of a sustainable future aimed at the establishment of noosphere (the sphere of intellect). The author uses the interdisciplinary, historical-evolutionary, global, prognostic, system, science of science and other approaches towards the problems of the concept of sustainable development formation analysis and the security issues study. The author emphasizes the necessity to broaden the definition of this type of development and the notion of security, their expansion on new directions and spheres of life activity.  The article considers the global dimension of a “sustainable” type of evolution, the problem of demographic sustainability and the interpretation of “sustainability” on the base of a notion of security. Special attention is paid to the nature of ecologic security and the relation between security and development as fundamental categories of a modern science. The author points out the necessity of broadening of the interpretation of the concept and the notion of sustainable development and outlines the main areas of scientific search and the directions of this broadening; it can allow a more effective realization of an adequate strategy in practice in the national and the global scale. Abstract: The present article examines the intense and clearly defined process of globalization of science, which is part of the global revolutionary transformation unfolding in all spheres of human activity. It scrutinizes the global trend of development of modern science, and particularly global studies. The latter focuses on the research on global processes and systems and the related systems synergetic phenomenon –the global development. This trend in global research results in the emergence of a specific form of the interdisciplinary scientific knowledge, which is termed as global knowledge. This type of knowledge «displays» all global processes and systems that exist and develop on the planet Earth, from the perspective of the planetary integrity and evolutionary significance. Particular attention is paid to the methods and approaches used in global studies, i.e. evolutionary and interdisciplinary approaches and those related to spatial and temporal extension of the global research subject field. There was made an attempt to apply the integrative scientific methods and concepts in order to drive the emergence of some new global research areas. The use of the evolutionary approach in global studies, which was recently proposed by the authors of this article, gave them an opportunity to give birth to the new research fields, such as paleoglobalistics, cosmoglobalistics, futuroglobalistics and other areas. So-called evolutionary global studies is supposed to develop in line with an interdisciplinary approach to the study of global processes and systems in their evolutionary aspect. Above all, this development will unfold on the basis of the global (universal) evolutionism findings. It is expected that there will come a new - "evolutionary" - stage of global knowledge development, which will, in its turn, constitute the main subject of global development studies.

Abstract: The authors of the article analyze the main moral and ethical issues of the humankind at the modern state of the development of society. Environmental crisis has made the humankind to think over these problems because today the crisis is a real threat not only for individual societies but the biosphere in general. Based on the assumption that all the problems under consideration have the same general feature, i.e. all of them can be described from the point of view of the dominance-submission relation, the authors of the article suggest to replace the dominance - submission ethics with the care - responsibility ethics in interpersonal relations for the purpose of sustainable development. Creation of a stable society is a necessary condition for sustainable development. Special emphasis is made on the need to expand the definition of sustainable development as well as the scope of application of the term so that it includes the sphere of ethics. In broader terms sustainable development means non-regressive, i.e. the safest type of social evolution aimed at protection of civilization and biosphere, their co-existence and co-evolution.

Abstract: The author believes Vladimir Vernadsky to be the founder of not only global world view and thinking but also global researches. The majority of his ideas were aimed at the planet development. We can say that he foresaw a completely new global stage and tendency of development of science in general. Vladimir Vernadsky's idea about the 'planetary' meaning of science have been already outlined both in current global processes and anticipation of future social and socio-natural evolutionary processes . Abstract: The author dwells on that aspect of the information of Cultural Studies, which is associated with the interpretation and study of the phenomenon of culture based on the concept of information and the information approach. Culture as an informational phenomenon occurs as a natural continuation of the information vector of the global (universal) evolution as anti-entropy mechanism for continuing the process of accumulation of information in the social stage of development. The relation of information and culture, with special attention to the information aspect of culture as extracorporeal information process, characterize the social stage of evolution. It is shown that in contrast to the previous step in the development of mankind, through a process of accumulation of exogenous information begins to expand the scope of its distribution both on Earth and in space, not only for the natural resources, but above all for negative entropy from the environment, continuing their cultural and informational processes.It is noted that if the concept of civilization "tends" to the material and the economic, technical and technological treatment, at the same time presenting a coherent social stage of evolution, the concept of culture – to its spiritual and informational component, expressing the deep essence of the civilization process. We discuss the development of the information criterion in nature and society, and its application to evolutionary processes in culture. The author also dwells on the problem of finding pieces of cultural information, such as memes and gives his opinion on these studies. In considering the prospects for the evolution of culture focuses on the forms of its becoming a culture of sustainable development and a noosphere culture.

Abstract: The author draws our attention to the fact that permanent interest to studies of the future has been enhanced by the adoption and development of the sustainable development strategy. The article deals with the concept of tempo world (in various interpretations) and temporal integrity as a system-synergetic relationship of the past, present and future.  Futurization and retrospection processes and their accelerated form of the examples of biological and cosmological evolution. Proposes a process of accelerated flow of time in the future at the inflationary stage of the Big Bang inflationary futurization counting process. "Temporality inflation" can be thought of as an extremely rapid, incredibly fast advance the future as other time period and possibly spatial expansion. Inflationary stage of the Big Bang at a rapid pace as a "simulated" and to some extent, "anticipated" that began to be made in the future of the Universe in a much slower pace in the global (universal) evolution. This correspondence can be interpreted as the presence of anticipatory reflection in the development of the Universe, where the processes are fundamentally futurization way as preservation of existing forms of material systems and their evolutionary continuation.

Abstract: The article deals with the transformation in the natural view of the world in connection with the discovery of the dark sides of the Universe (dark energy and dark mass). It is believed that the problem of dark energy is one of the most mysterious puzzles of the Universe and the fundamental problems of modern science. This unusual mode of existence of matter, space yet fits in poorly established in the recent "substance -evolutionary" scientific picture of the Universe and still little explored in relation to the very urgent problem of global evolution of the Universe.It is proposed dark energy and dark mass considered two species, or forms of matter, in addition to a substance, which are of different nature and characteristics. In the dark energy, interpreted as the vacuum of space, nearly three-quarters of the Universe, by the cosmologists matter exists without any changes and movement. This is contrary to the philosophy of the relationship of matter and motion, and the author discusses the problem of how to resolve this contradiction, if we take the point of view of cosmology. It is shown that a clear answer to the question of the relationship of matter and motion have not been able to get to it and be able to answer a science and it is based on the philosophy of the future. Also looks at the impact of dark matter in the form of a global (universal) evolution, the presence or absence of information in the form of dark matter, and especially the study of these forms.

Abstract: Due to the upcoming global transfer of the world community to sustainable development, the author analyzes proposed conceptual and theoretical characteristics and specific features of a novel law, which is oriented towards our common "sustainable future".  Formation of a new law springs from the globalization tendencies, supremacy of law, and it  may be recognized as one of the mechanisms for the "sustainable transfer". It is also noted that legal understanding of sustainable development may and should follow through routes not limited to environmental law.  One may interpret this type of development through security guarantees, since sustainable development in its broad meaning may be regarded as the most secure, non-aggressive type of social development.  Within the perspective the sustainable development law is a novel formation, and it may be regarded as a higher quality and principle of formation of functioning of the entire system of legal norms, guaranteeing survival and further secure sustainable development of the civilization, rather than just another branch of law.  It is noted that a new branch of sustainable development legislation is being currently formed, and in combination with the international treaties and "soft law" (recommendations of the UN) it serves as a mechanism and a stimulator, gradually changing the entire global legal complex in the interests of efficient implementation of sustainable future strategy.

Abstract: Sustainable development is a future global process and the future of entire mankind and its fate in the new Millennium depend on it.  It is a new form (model) of global community development, which guarantees resolution of the key social and natural contradiction between the growing needs of global development and limitations, or even impossibility for  the biological sphere to meet these demands.  Unfolding in its future political, economic, environmental and social aspects through sustainable development, globalization  should provide its input into the resolution of the key social and natural and other contradictions of the global development, and thanks to this input it may be possible to meet the current and future demands.  The transfer to implementation of policies and strategies of sustainable development brings the humanity to a new mainly social and natural globalization stage, which is aimed towards unity of civilization, its preservation and co-evolution with the biological sphere.  The article concerns political aspects of globalization through sustainable development, and attention is paid to the fact that political dimension of emergent globalization falls behind economic and other elements of this global process.  The sustainable development strategy which is developed by the UN and its Member States,  seems to contain mostly political recommendations and declarations. Therefore, it is important to include into the starting process of managing "sustainable" globalization all of the key elements of this global strategy.  Sustainable development in the broadest sense is non-regressive, and secure development for the main humane goal of survival of humankind and preservation of nature.  The authors evaluate the role of state in implementation of globalization processes through sustainable development and study of the further evolution of the statehood phenomenon.  The authors pay special attention to the problems of environmental globalization, sustainable policy and its specific characteristics.

Abstract: This article explores 'anthropogeocosmism', a concept proposed by the author. This concept emanates from the fact that the main purpose of space activity in the short term has been the historical use of space to solve global problems while in the long term it is the socio-natural transition to the sustainable development of the planet. Using a global approach, the article considers the origins and formation of a new direction in globalization, exploring the relationship bewteen global and cosmic factors, the impact of the latter on the development of global processes and systems, the problems that the development of space exploration have caused the planet, and the escalation of global processes into non-terrestrial processes. The focus is on the relationship between space and planetary processes, the transformation of the global response to cosmic activities (and their interaction), and global development in the cosmic evolution. The article takes the position that global studies examine global processes and systems, being the natural, social and socio-natural processes unfolding on the Earth which have evolutionary significance. It is shown that global processes and issues affecting the world at large are to some extent a manifestation of a contradictory global-cosmic character associated with the expansion of spatial boundaries of human activity, including the conquest of space. Special attention is paid to potential global catastrophes and the need for geocosmic security. The article looks at the possibility of the introducing natural processes into the substantive field of cosmoglobalistics, the prospects for developing global-cosmic exoplanet research, as well as a 'global methodology' for extraterrestrial intelligence research. Also considered is the discovery of dark matter that gives rise to a substantial transformational attitude and stimulates the formation of global-cosmological research, which will consider mainly the global characteristics of matter, manifested in three main fragments of the Universe.

Abstract: In our country, V.I. Vernadsky proposed the idea of the formation of the noosphere as the main areas for further development of mankind, which will have to streamline its operations, ensuring the survival of the multi-billion population. Vernadsky on "planetary" nature of scientific thought has acquired its concrete shape in the global processes now taking place in the world and their understanding, and in anticipation of future social and socio-natural evolutionary processes leading up to the sphere of reason.The article discusses the new field of global studies – futureglobalistiks and nooglobalistiks, whose main purpose - understanding and predicting the future of global processes and systems in an evolutionary perspective, and orientation of the noosphere. The authors analyze the mostly two-standard projection scenarios of global development - the transition to sustainable development and the following formation of the noosphere. Abstract: The authors study the possible death of mankind, which had previously been questioned and discussed by many scholars. At the same time, the authors analyze the idea of K.E. Tsiolkovsky about the possibility of an infinite progress of the society that originated and developed on our planet as a result of the wide space exploration. The authors also investigated numerous global and cosmic threats and dangers that may be encountered by the humankind on the way to their further development and assessed probability of the hypothesis of social immortality. It is noted that the global and cosmic cataclysms and the possible danger of external nature, in comparison with the reality of anthropogenic global environmental catastrophe, go to the periphery of the strategic vision of the continued existence of civilization. In order to survive, the humankind must move towards sustainable development and subsequent noosferogenesis involving the preservation of civilization and the biosphere, and their co-evolution as a permanent co-development not only in the next century, but for future indefinitely.In connection with the wide space exploration, the authors discuss the so-called Big Socia Bang, i.e. fast (on cosmological time scales) spatio-temporal extension of socio-natural areas, which is about the same regularity as the globalization proccess in the earth coordinate system. The authors also analyze  the fundamental assumption of the possible appearance of a higher stage of evolution of matter, provisionally called postsocial stage.

Abstract: The authors examine the relationship and the difference between the historical and evolutionary approaches and come to the conclusion that the emergence of evolutionary branches in the global and political studies. Research shows relationship political and global processes and political globalism and global political science as mature forms of research and the world of global politics. The article on the theoretical and methodological level, we study the evolutionary approach to global research and discusses the evolution of the political process under the influence of global factors. The authors believe that globalism in its broad sense is studying global processes and systems, and explores their evolutionary globalism is a global development process. Global development and the evolution of co-evolution of global processes and systems is the main focus of evolutionary globalism.Also considered are the basic shape and the direction of evolution of political processes associated with globalization and other global processes. The problem of the formation of political and globalization as part of globalistics, the object of which is to identify the political patterns and trends in global processes and systems. Abstract: The authors emphasize the importance of not only the spatial but also the temporal characteristics of scientific knowledge, especially more attention to the future of science. The main emphasis in the knowledge of the future should be given to the scenario of the global transition to sustainable development (SD) as adopted by the United Nations and its Member States of the international organization normative forecast from a major strategy for the survival of civilization, escape from looming global crises and disasters. Therefore, before science set new goals - goals of survival and exit anthropoecologic crisis, aims to address global challenges and to remove the negatives of globalization and other global processes through the transition to SD and the formation of the noosphere. Real turn to the future of science and the study can begin only when it is formed by a different mode (model) science as an integrated single system in its socio-natural and "leading" aspects. The basic features of the future of science, especially the noosphere - the process futurization. Discusses the globalization of educational space, finding the planetary integrity and unity, which is associated with substantial and qualitative changes that map the evolution of the global nature of modern man and the awareness of his place in the Universe. For the formation of a sustainable civilization need to create not just a new model of education, and a number of evolutionary models, which could satisfy the corresponding (non-vanishing) the needs of present and future generations of humans and humanity that is reflected in the name of the new types of global education (education for SD, noospheric education, etc.). Education is not just for learning, development and education in special educational institutions, and is seen as a wider process of information interaction between man and the world. In this sense, education - is not just a form of human activity, and the entire set of human activities, the full scope of information interaction of the individual with the social and natural being (i.e, not only one of the socialization process), the information displayed in the evolution of the individual. This wide - socio-natural vision of education is one of its many global processes in the global evolution of the flow and can be used as the basis of the most general concept of education as an open information space of global evolutionary process.

Abstract: The author notes that the national idea should be focused on the future, not only to express the specifics of the Russian way of the third millennium, but the trend of the global deployment of future evolution of civilization. Discussed in the article proposed components of the national idea, having mostly of Russian origin tended to focus not only on the national interests and the survival of our country, but of all mankind. This can be seen especially evolutionary and historical mission of Russia in global development. One of the components of the national idea is connected with the problem of national security, reflecting the specifics of the Russian state and society. Another component to a greater extent due to the global orientation of global processes, planetary transition to sustainable development and may acquire formalized in the form of the predictive-normative document as a national strategy for sustainable development of the Russian Federation. It is emphasized that the modern concept of sustainable development is still not adequate enough, because basically allocates the environmental aspect and its relation to the economy and social sphere. Definitely want to do this, but this is not enough, it is important to expand the subject field of the study of the sustainable problem, make examines the concept of a system-integrated. The national idea of the problems of national security and sustainable development will be integrated into a single conceptual and ideological system noospheric orientation. Expressed and justified the assumption that the national idea can find their noosphere continued, and the proposed version of the construction of the national idea shows that it is the concept of the noosphere integrates all the ideas in question in the paper. The noosphere is characterized as a hypothetical future state of society and its interaction with nature, which is formed through the transition to the information society and sustainable development, and in which priority will be to play the mind in the form noosphere intelligence.

Abstract: Sustainable development as a global strategy to resolution global socio-natural contradiction between the growing needs of humanity and the inability of the biosphere to provide these needs. This new type of development is as far out of the deepening global environmental crisis, and is operated as a globally systemically balanced socio-natural development without damaging the environment and ensuring the safety and survival of the human existence indefinitely. Shown that sustainable development is the most secure type of development in a broad sense, is the type of evolution not regressive which eliminates or reduces to an acceptable level any negative impact on the object in order to save it. In a socio-natural aspect of sustainable development is the most secure type of evolution, aimed at the preservation of civilization and the biosphere, their coexistence and co-evolution.Stress the need for extended treatment of this type of development, increasing its distribution to all areas of human activity, including the provision of national and global security. Security is a sustainable way of life of a particular object, the preservation of its nature in the context of internal and external impacts and changes. It is noted that the security of the international community and the national security of Russia in the long term can be achieved not so much protective equipment as efficient implementation of the sustainable development strategy, leading to the survival of civilization and the preservation of the biosphere. The basic principle of the National Security Strategy of the Russian Federation up to 2020 is the principle of security through sustainable development priorities. Reveals the history and content of this principle, written by the author of this article, proposed it back in 1995 and developed it in a number of monographs.

Abstract: The author examines the search for more effective legal forms and methods of regulating social relations and the formation of the new scientific and legal ideas under the influence of global challenges and processes. Formation of world politics is closely linked to global processes and, in fact, may be viewed as a phenomenon of the global world. The same kind of processes of globalization characterized area of the law (as in real life, and in science), which is also in a sense, already "detached" from the state, generating a law that even in an international perspective is beginning to take on a global dimension. This global law movement is not "fairly exists a" current state of international law, and requires more and more global expansion, which, however, has its limits and features. Therefore, we will not go easy on the globalization of law as a linear expansion process, and its high-quality non-linear transformation in conjunction with the processes of globalization and the emergence of global governance.Given the author's vision of legal globalistics (global law), exploring the interrelated processes of globalization and become law-set of global rules. It is shown that the formation of a global law as a form of scientific knowledge re-lated to globalization as worldwide processes, however, it began to develop a much earlier understanding of the process of globalization. From the point of view of law as a specific set of special author prefers the name of global law, not legal globalistics. Discuss possible ideas about global law, and the alleged global transformations in law associated with the transition to a sustainable de-velopment of the world community as a global process. Particular attention is given to the establishment of the principles of global law, in particular the prin-ciples of globality and anticipation.

Abstract: The author of the present article views information as a universal property of the matter. Generally speaking, it is characterized as a reflection of diversity (variety). It has been argued that computer (information) science can now be presented as the science about information, information processes and the laws of their existence and development. However, information-based approaches and methods apply to other areas of science and research activities and generate new information disciplines.  Thus, in the course of the development of computer science and information branches of science there is a process of informatization of science. Similar trends have occur in the field of studies of global processes where they cause the formation of globalistics and global studies leading to the globalization of all science. Globalistics means an interdisciplinary field of research aimed at identifying trends and patterns of global processes (fundamental global studies), as well as ways to overcome the negative and maintain the positive consequences of global processes on human and biosphere (applied global studies).  It is assumed that the use of the information approach creates a special branch of global studies - information global studies as a fundamentally new area of globalistics. Along with the development of the present research area, there is the globalization of science and all the "computerized" science and branches of science.

Abstract: The growing interest to the phenomenon of security makes the researchers face the fundamental problem of searching for the bases of the security, uncovering its nature for the humanity and other material systems.  It leads to deeper understanding  of nature of the problem and the general concept of security may be formed in the nearest future.  The article concerns general scientific methodology of security problem from the standpoint of synergy approach. The author discusses the possibilities for using synergy as a general scientific approach to security research, being primarily informative for social systems , if the information is to be treated as a universal property of matter. The security associated with the preservation of a cybernetic system in conditions of negative internal and external factors and influences. It is shown that the most efficient way to guarantee security is via self-organization, greater complexity and the increase the information content of the social system, and not through its protection and insulation.

Abstract: The authors consider globalism as a way of seeing the world in which humanity lives as a global world in which all planetary features, including spatial-temporal precedence. It has been suggested that it is important to determine the status of globalistics,  the place of the scientific exploration of global processes in modern science, and to build a common vision and assess the prospects for global studies. It is assumed that globalistics, regardless of the narrow or broad definition of its subject, is only part of a broader scientific field - Global Studies and the overall process of globalization of science. Shown that the change of subject fields and globalization continue to expand the field of global studies required not only historical, but also the evolution of vision as we learn about global processes and new applicants to the same "role", including global natural processes.

Abstract: In this paper we propose a general scientific concept of a global (universal) evolution, in which self-organization of the material systems acts as a common ground and a permanent process of progressive development in the visible Universe. The main problem of research of this type of evolution is seen as a superhighway trajectory of evolutionary processes in the Universe, in which there is a continuous self-organization of the material systems, ranging from the Big Bang and to the social level of evolution, which has an indefinite continuation of society and nature. The authors consider it necessary to determine the status of globalistics, to determine the place of the scientific exploration of global processes in modern science, and to build a common vision and assess the prospects for global studies. It is assumed that globalistics, regardless of the narrow or broad definition of its subject, is only part of a broader scientific field – Global Studies (which includes a global evolutionism) and the overall process of globalization of science.
