Abstract: The COVID-19 pandemic and coronacrisis have clearly exposed the strong dependence of modern companies on the approaches towards data management, stability of information networks and digitalization, as well as significantly strengthened the assertion of the Europeans in the need to achieve strategic autonomy with regards to development of the own digital solutions. The article aims to determine the place of the European Union in the international information and communication space in the context of global data management policy. Research methodology leans on the principles of the multi-paradigm method used for extrapolating some provisions of Robert Gilpin’s hegemonic stability theory on the modern technological competition among the countries on the international arena within the framework of regional approach. The article examines the term “information sovereignty” based on the principles of international law in a constantly changing international environment. The research addresses such documents as “New Industrial Strategy for Europe”, “European Data Strategy”, and the decision of the European Court of Justice concerning the Transatlantic Privacy Shield Agreement. As an example of the European digital policy, the author examines the ambitious GAIA-X project intended to create an open digital ecosystem and develop common requirements for the European data infrastructure. The article formulates the recommendations aimed at ensuring effective management in the digital sector, and offers the model of multilateral participation, which would allow reaching information sovereignty based on the European values and ideals.

The article aims to define the place of the European Union in the international information and communication space in the context of global data governance policy. The methodology is based on the principles of the multi-paradigm method used for extrapolating some provisions of Robert Gilpin’s hegemonic stability theory on the modern technological competition among the countries on the international arena through a regional approach. The article considers the term “information sovereignty” based on the principles of international law within a constantly changing international environment. Abstract: This article is dedicated to an overview of the International Youth Forum “Russia and the Turkic World: The Outlook of Youth from Russia and Kyrgyzstan” through the lens of relevant problems of international cultural and humanitarian cooperation in the space of former Soviet Union. This event, organized by the Saint Petersburg Society of Russian-Turkish Relations in the Area of Science and Culture with the support of the Presidential Grants, can be rightfully considered the first relations international event of such format in history of modern Russian-Kyrgyz relations. The Forum was held for two days (April 26-27, 2019) on the platform of Kyrgyz-Russian Slavic University named after Boris Yeltsin (Bishkek, Kyrgyzstan). In the center of authors’ attention are the key issues, priorities and objectives of the foreign language and cultural policy of the Russian Federation in Central Asia. The indicated problematic deserves careful attention of the global expert-analytical community in the conditions when the region in question has become an intersection of foreign policy and strategic interests of an entire number of states that hold leading positions in the modern system of international relations.

Abstract: Diplomatics has always been interconnected with economy particularly the development of international trade. However, unlike the previous historical periods, the era of global interaction, developing an intense economic competition, simultaneously contributes to growth of interdependence between economic systems of various countries. Thus, there arises a legitimate question: whether or not the professional diplomats and experts in international relations should be concerned with the state economic administration. What are the practical and theoretical grounds for studying economic coercion from the position of world politics and science on international relations? It is suggested that such articulation of the problem initially implies presence of an objective need for detailed analysis by the expert-analytical community of economic sanctions (same as other instruments of economic coercion) in the context of global and regional international politics. The goal of this research consists in conceptualization of the term “economic sanctions” as a category of international-political science in light of its more relevant analytical angles and theoretical-methodological approaches. A conclusion is made that the effective application of economic sanctions as a regulatory instrument for international politics is often overestimated. The states that initiated sanctions launch a sanction mechanism in such instances, when they do not see other alternatives for various reasons. Sanctions become successful when imposed by an entire coalition, rather than a separate country; then in can affect the political elites and not only the regular citizens. The scientific novelty and practical importance is defined by the fact that the acquired results can be used in scientific and pedagogical activity in studying specific forms and methods of realization of economic diplomacy in Russia and foreign countries, as well as can be of interests for the experts in international political and economic cooperation.
