Atlaskirov A.R. - Labor attitudes of graduates of higher and secondary specialized educational institutions of the Kabardino-Balkarian Republic. Part 2 pp. 42-52

Abstract: The changes taking place in the modern labor market, under the influence of information and technological progress, are fraught with significant risks for the sustainable development of the Kabardino-Balkarian Republic. The process of introducing artificial intelligence into various sectors of the economy has begun, according to experts, will lead to the release of significant labor resources, which may result in an increase in social tension in society. In this regard, it seems necessary to conduct research on the identification of labor attitudes of the younger generation. The purpose of the presented work is to study the labor attitudes of graduates of higher and secondary specialized educational institutions of Kabardino-Balkaria. The conducted research showed that most of the graduates are going to get a job in their region. About a third of the respondents plan to go to work in other regions of the country. Most of the graduate students of the universities of the republic had already worked by the time of the survey, but a significant part did not work in their specialty. Low efficiency is shown by career guidance work. Many young people do not receive up-to-date information about the potential directions of economic and labor market development, and school career guidance lessons do not arouse their interest. Respondents consider IT industry and tourism to be the most promising areas of development of the republic's economy.

Abstract: International expert councils single out the transformations taking place in the labor markets under the influence of the achievements of information and technological progress as one of the most significant risks of sustainable development. Experts note that the process of division of labor between people and artificial intelligence will lead to the release of significant labor resources. These processes are fraught with serious risks for social stability in the Kabardino-Balkarian Republic. The purpose of the presented work is to study the labor attitudes of graduates of higher and secondary specialized educational institutions of Kabardino-Balkaria. The conducted research showed that a systemic problem of training personnel for the regional economy is manifested in the republic. Career guidance, which, if applied effectively, can serve as one of the key factors in the socio-economic development of the region, is poorly organized. A significant part of the youth of the republic does not receive up-to-date information about potential directions for the development of the economy and the labor market, and the vocational guidance lessons themselves do not arouse their interest. This leads to the fact that many graduates do not show the desire to continue working in their profession. It was also revealed that among graduates of higher and secondary specialized educational institutions in the region there is a widespread desire, after graduation, to start an entrepreneurial activity and work for themselves, which indicates a decrease in the importance of paternalistic behavior patterns among the population of the region, especially among young people.

Abstract: The dissolution of the Soviet Union actualized the problems of seeking the spiritual guidelines for further development of the country in the nascent civil society. The “new” elite that separated from the yesterday’s Komsomol workers, saw itself as part of the rich and progressive West. However, building the single social, economic, and cultural community with Europe did not turn out successful. Therefore, the processes of seeking spiritual grounds and establishing an integral, unique, All-Russian identity became particularly relevant. The research carried out among youth on the national and regional levels, demonstrate different citizens’ assessments of their identity: All-Russian and regional. If All-Russian identity is more characteristic to the residents of large cities, then the majority of young residents of the national republics of North Caucasus prioritize their regional identity. The expert survey conducted in the Kabardino-Balkar Republic reveals that in the expert community, All-Russian and regional identities are equally important. It is also noted that some regions of North Caucasus are characterized by proliferation of the ideas of consolidation around the ethnic identity of closely related peoples residing in different regions of Russia and the world. For example, the sociopolitical environment of Turkic-speaking peoples indicates the political and cultural movement of Pan-Turkism, which is focused on consolidation of all Turkic peoples. In the central and western regions of North Caucasus prevail the Circassian social movements, which promote consolidation of the scattered Circassian communities in the regions of southern Russia.

Abstract: The late XX – early XXI century is characterized by strengthening of the role of Islam in social life of the Kabardino-Balkar Republic. Dissolution of the Soviet Union led to the formation of ideological vacuum, which was gradually filled by the Islamic religious leaders. However, the spread of Islamic values caused controversial response among the regional population. Some extreme religious teachings have proliferated in youth circles. It is determines that the majority of population position themselves as the believers; although only insignificant part adhere to religious norms and attend worship. Increasing proliferation of the conservative Islamic values in strongly affected by the presence of own ethical-philosophical doctrines (customs) among the titular ethnic nations of the region – Adyghe Habze and Tau Adet. The idea of revival of the ancient ethical-philosophical teachings, positioned as an alternative to Islamic values, gains popularity in the republic.

Abstract: The concept of identity enjoys wide popularity within the modern humanity studies, relegating to the background the concepts of culture, mentality, worldview, and others extensively used in analytics and classification of sociocultural processes. This article divides the academic works associated with the study of identity into several themed groups: the first group encompasses the works containing the analysis of research methodology for the concept of identity; the second group consists of the works dedicated to the formation of identity in the context of globalization processes; the third group incorporates the research aimed at determination of the regional peculiarities of identity building. It is revealed that in the context of boosting the globalization processes and technological progress in many spheres of social life, identity of a person from stable and static category (gender, race, profession, etc.) transforms into a “vague”, unstable structure of social orientations of a person that can change within a short time under the influence of various factors.

Abstract: The subject of this research is the land conflicts in Kabardino-Balkar Republic. The goal of this work lies in examination of the causes and peculiarities of land conflicts in Kabardino-Balkar Republic. The relevance is substantiated by the fact that one of the paramount factors defining the sociopolitical agenda is the conflicts pertinent to allocation of land resources. Various causes can lead to the emergence of land conflicts: limited land resources, low level of socioeconomic development of the region, unarticulated land policy of the regional government, interethnic contradictions. The author determines the four types of land conflict: agrarian, residential. recreational-rental, and ethno-territorial. All of the aforementioned types are interrelated with each other. In certain conflict situation can manifest the elements of both, agrarian and residential types. Due to multinationality of the republic, the ethno-territorial type of conflict, to one or another extent, manifests practically in all cases of land conflicts.

Abstract: The subject of this research is the peculiarities, problems, and trends of development of the nonprofit sector in Kabardino-Balkar Republic. The object is the nonprofit organizations that are the liaison between government institutions, commercial organizations and society. The author meticulously examines the structure and dynamics of development of the nonprofit sector in the region. The research goal lies in specification of representation on the development trends of nonprofit organizations in modern Kabardino-Balkaria based on the analysis of quantitative characteristics of the rate of growth and structure of “thirds sector” in the republic. A conclusion is made that over the recent years, subsequent to the cutbacks in state funding, significantly decreases the number of registration of new nonprofit organizations in the region, which testifies to the fact that the key growth driver of the nonprofit sector is the government; the nonprofit organizations function within the life of the population to the various degree. However, due to the absence of mechanisms of public accountability of the nonprofits in the region, it is difficult to assess the efficiency of their work. The rate of development of the nonprofit sector in the republic falls short with respect to not only more socioeconomically prosperous regions of Russia, but also the regions of the North Caucasus Federal District with comparable indexes of the level and quality of life.
