Abstract: The subject of the study is the problem of ensuring optimal conditions for interaction between humans and aviation equipment in the interests of ensuring its safe operation, which has recently become more acute. Based on studies of the pilot's activity obtained during flight tests of helicopters equipped with night vision goggles, it is shown that the use of night vision goggles imposes special requirements on the organization of attention distribution, spatial orientation and is accompanied by an increase in the level of nervous and emotional tension. The main results of foreign developers on the improvement of night vision systems related to the introduction of technical vision systems on helicopters are described. It is proved that for an objective examination of such systems in flight tests, it is necessary to create a special automated information system. The developed automated information system provides the collection and processing of flight information during flight tests using intelligent sensors for monitoring and recording the biometrics of crew members and an image recognition system. It will allow recording, processing and accumulating flight and psychophysiological information in real test flights during the implementation of the entire flight test program, providing specialists in the field of aviation medicine and ergonomics with objective quantitative characteristics of the studied parameters when testing promising night vision systems of combat helicopters. It is shown that the introduction of modern information technologies into the process of testing aviation equipment allows objectively and with high accuracy to analyze and evaluate the content and psychophysiological structure of the pilot's activity based on a comparison of changes in flight parameters, the movement of controls, the direction of the pilot's gaze and his psychophysiological characteristics and recommend for practical use specific variants of night vision systems.

Abstract: The subject of the study is to optimize systems management ergatic laws based psychophysiological operator capabilities. The complexity of the analysis of control movements of the operator is determined by the fact that the processes of manipulating the body ergatic control system are non-stationary, so you need a digital filtering techniques to eliminate the process of being analyzed low-frequency trend and move on to the analysis of a stationary random process. The technique of the automated processing control operator movements in applied research the reliability of ergonomics systems, test during ergonomic research on HIL simulator complex. The research methodology combines the techniques of engineering psychology, theory of reliability, ergonomics, spectral analysis, mathematical cybernetics and computational mathematics. The main conclusion of the study is that the analysis of the motions of the control operator must be an integral part of HIL ergonomic research because its results allow for adequate consideration of psychophysiological state and the reserve capacity of the system operator ergatic in managing its operation. This allows you to develop and implement a set of measures aimed at ensuring the proper functional reliability of professional activity ergatic system operator to ensure the safety of its operation.

Abstract: The subject of research is mathematical software prognostic evaluation of functional reliability of the pilot. The object of research is the functional reliability of the professional activities of the pilot. The authors consider in detail such aspects of the topic as automated assessment of the risk of an aviation event due to the release of flight parameters for operational limitations, understanding by the risk assessment the probabilistic measure of the occurrence of an aviation event of a fixed degree of severity due to exceeding operational limitations of the aircraft, in flight such an event (depending on the severity effects) is classified as an aviation event, subject to the investigation. The research methodology is based on the system approach and unites methods of probability theory, mathematical statistics, aviation cybernetics, psychophysiology of flight work. The main result of the study is a software-implemented technology for predicting the functional reliability of the pilot, implemented, allowing to implement an individual a priori risk assessment of an aviation event (incident) for a group of causative factors "crew" in the most critical stages of flight (takeoff and landing) Accumulated statistics of aviation events caused by the release of flight parameters for operational limitations, which is important To ensure proactive management of safety levels in the airline. The novelty of the research is that the technology of predictive estimation of the functional reliability of the pilot is developed on the basis of the concept of acceptable risk of an accident.

Abstract: The subject of study is the relationship between constitutional-typological characteristics of personality and functional neurochemical brain variability in young men of military age. The author examines in detail aspects such topics as comparative analysis of the three constitutionally-psychotypological qualitatively different groups of young people suffering from alcoholism 2 stages: a cycloid personality structure, with epileptoid personality structure, with a schizoid personality structure and the group without signs of psychological, mental or physical dependence on alcohol intake . Particular attention is paid to the possibility of using the results in the medical, psycho-physiological, social and psychological support for young men of military age. To conduct the study used diagnostic questionnaire patoharakterologic A.E.Licko, method of determining the level of neuroticism and psihopatizatsii, Eysenck Personality Questionnaire (Form A), the scale of anxiety Taylor, a clinical questionnaire to identify and assess the state of the neurotic; questionnaire to detect the early signs of alcoholism; multipronged clinical analysis. The main conclusions of the study are allocated two variants of affective disorders in the formative period of alcohol withdrawal syndrome: anxiety-subdepressive and overvalued. A special contribution of the author's research theme is the relationship between the set-sensitive psychasthenic personality traits and mood disorders that accompany the formation of the alcohol withdrawal syndrome. The novelty of the study is to establish the relationship between neurochemical characteristics of patients and their individual constitutional psychotypical features that should be used in medical practice.

Abstract: The subject of the study is to determine the links between elements of software development projects implemented with the help of tracing requirements on the basis of data from the monitoring systems of versions of the source code. Many well-known tracing techniques are dependent on the programming language, which limits their use in projects developed using multiple programming languages. Therefore, the research goal was to form a set of algorithms to build relationships between the entities the software development process (artifacts) on the basis of the source code and analyze these connections (the code should be independent of the programming language and easy to implement). The research methodology combines methods of system analysis, software engineering, software development, reliability theory, computer science and mathematical qualimetry. The main conclusions of the study are the algorithms for the automated determination of relations between the elements of a software development project, allowing to solve tasks perform impact analysis. High computational complexity of the algorithms developed can be reduced by the gradual formation of a global connectivity matrix as the project progresses. The accuracy of the developed algorithms can be improved, if the coupling element does not take the file, and the function or class method.

Abstract: The subject of the research is non-military means for neutralizing military threats. The object of the research is the provision of the national security of the Russian Federation. The author examines such aspects of the topic as expert analysis of non-military means of ensuring military security, a list of which was formulated on the basis of legislation regulating relations in the field of national defense and military doctrinal documents. Particular attention is paid to determining the significance of the use of non-military means to prevent and neutralize a wide range of military threats on the basis of the results of the survey that involved representatives of the expert group. The research methodology is based on the systems approach and integrates the methods of military strategy, political science, conflict resolution, source, collection and processing of expert information. The main conclusions of the research are political, diplomatic, economic, legal and information non-military means of neutralizing military threats selected on the basis of the classification produced. The special contribution of the author to the research topic is that the author emphasizes the need to extend the list of non-military means of ensuring military security by addressing social and spiritual (socio-cultural) resources.

Abstract: The research subject is the problem of ensuring optimal conditions of interaction of people and aviation equipment in the interests of safe exploitation. This problem has recently aggravated. The need to eliminate ergonomic shortcomings of cabins and scrutinous ergonomic engineering of cabins for the purpose of increasing the number of aircrew errors caused by ergonomic shortcomings of cabins, has determined the need to study ergonomic aspects of evolution of cabins of front-line aircrafts with a focus on the shortcomings of early stages of life limits of cabins of modern and advanced aircrafts. The research methodology combines the methods of system analysis, aviation ergonomics, aviation equipment testing and designing, historiography and source study. The authors conclude that with the complication of aviation equipment and the ways of using it, the information display system becomes more important for a pilot, and the variants of glass cockpits of advanced aviation equipment have unacceptably large number of shortcomings, determined by insufficient engineering of the concept of cabins arrangement at the early stages of the life limit of aviation equipment.

Abstract: The subject of this study is the safety of vital activity of the flight and engineering-technical personnel of state aviation. The object of this study is the acoustic safety of professional activities of the flight and engineering-technical personnel of state aviation. The authors meticulously examine such aspects of the topic, as the assessment of working conditions of the flight and engineering-technical personnel of state aviation considering the noise and infrasound; risks of reducing the overall and professional performance due to the impact of the acoustic factor; as well as reliability of the flight and engineering- technical personnel of state aviation. Methodology of the research combines the methods of engineering acoustics, reliability theory, aviation medicine, occupational medicine, ergonomics, and probability theory. The main conclusion consists in substantiation of the need for developing and implementing the special means and methods to ensure the acoustic safety of professional activity of the flight and engineering-technical staff of state aviation as an integral part of the system for providing the safe aircraft operation. It is demonstrated that the system for preventing the negative impact of noise upon the aviation personnel must be comprehensive, as well as include technical and organizational measures, monitoring of the working conditions of flight and engineering-technical personnel, availability and proper application of the individual and collective noise protection, dynamic medical supervision over the flight and engineering-technical personnel of state aviation, with the implementation of a complex of medical-preventive and health-improving measures.

Abstract: The subject of this study are non-military means and non-military measures neutralizing military threats. The object of this study is to ensure national security of the Russian Federation. The author examines in detail such aspects of the topic, as a form of geopolitical confrontation in modern conditions; maintenance facilities and measures used in the system of military security; assessment of productivity of implementation of measures aimed at neutralizing the military threats; stages of application of the non-military measures for neutralizing the military threats; peculiarities of the single and combined implementation of means and measures for neutralizing the military threats. Methodology of this research leans on the system approach and integrates the methods of military strategy, political science, conflict studies, historiography and source. The main conclusions of the study consist in reasonable positions that only the combined use of non-military means with measures for neutralizing military threats provides the military security with flexibility and resource validity, expands the circle of its actors, implement the concept of the earliest possible diagnostics of the conditions of the military threats occurrence, as well as take preemptive action before they transform into the military threats.

Abstract: The subject of this research is the politological aspects of patriotism. The object is the national security of the Russian Federation. The author examines the political aspects of patriotism within the armed forces, taking into account the present political situation in the world. Particular attention is paid to the urgent need for joint efforts of all patriotically oriented forces - government bodies and political parties, social organizations and religious associations, scientists and cultural figures in terms of the defense of the country and military security. Methodology of the research is based on the systemic approach and integrates the methods of political science, military strategy, pedagogy, historiography, and source studies. The main conclusions of the work consist in the scientifically substantiate positions regarding the need to restore the experience of political work in the army and navy by adjusting it to the current realities of the military-patriotic education of Russian army servicemen. The author’s special contribution into this work lies in the emphasis on the need to restore the training of the officers and sergeants to the preparation and education of the subdues, basing on the best national traditions of the country’s armed defense.

Abstract: The research subject is the policy of the USA and Western Europe in the countries of Eastern Europe. The author demonstrates the orientation of the USA and Western Europe towards strengthening and extending their influence in Eastern Europe, and the creation of a “sanitary cordon” around Russia in the post-Soviet political space. Special attention is given to the analysis of Western aspirations to use Eastern European countries for the creation of instability zones in the countries, bordering with Russia, and the processes of Euro-Atlantic integration of Eastern European countries. The research methodology combines the methods of political studies, source study, historiography, system analysis, retrospective and prospective analysis of the political situation. The author concludes that the USA and Western Europe use all possible methods, including those contradicting international law (Ukraine is an illustrative example), to involve Eastern European countries, and especially post-Soviet republics, into their sphere of influence. For their political interests, they are ready to make merely political decisions about the integration of countries, which don’t even meet the criteria established by the West, into Euro-Atlantic structures.

Abstract: The article is dedicated to examination of the relevant questions associated with creation of image of territorial formations. The authors touch upon the problem of inefficiency of image strategy of a number of peripheral territories of the country if compared to the central region. Special attention is given to the role of historical-cultural aspect in creation and regulation of the image of regions. In this regard, the article performs an attempt of analyzing the modern technologies of geo-image management on the example of a specific constituent of the Russian Federation – the Republic of Mordovia. Particularly, the method of territorial “branding” based on demonstration of the ethno-regional identity inside, as well as outside the region. The authors conclude that currently, the image of a territory attains a status of one of its resources, which presents a compact understanding of its major priorities of the foreign and domestic policy of the territory that predefine its economic, political, and social future. The attractiveness of a region lies in its historical, ethnic, and cultural-symbolic aspects, as well as target work of PR-specialists in the sphere of territorial image-making.

Abstract: The subject of this research is the corporate safety management system of air traffic. The author carefully examines such aspects of the topic as the management of safety of air traffic of aircraft operators based on the concept of acceptable risk. Special attention is paid to analysis of the image of corporate safety management systems of aircraft that ensures the control of risks of their use in terms of the requirements and standards of the International Air Transport Association, as well as the practice of the International Civil Aviation Organization. The research methodology combines methods of systemic analysis, engineering of complex systems, analysis of flight safety, and synthesis of organizational technical systems. The main conclusion lies in the structure of the standard safety control system of aircraft formed using the experience of implementation and development of the corporate safety management system of air traffic in the leading airlines of Russia. The author’s special contribution into examination of this topic is consideration by the proposed standard system of flight safety of the international and state requirements, as well as the safety control procedures.

Abstract: The subject of this research is the ensuring of reliable professional activity of the flight and engineer technical personnel of aircraft under the impact of aircraft noise. The object is the functional reliability of operator of the aviation ergatic system. The author examine such aspect of the topic as the analysis of reliability of professional activity of aircraft flight-lifting and engineer technical personnel that ensures the employment of modern aircraft in execution of their professional responsibilities at workplace, including the use of individual and collective protection from noise. The main conclusions of the study consist in the positions that aircraft noise is a potential source of danger, which substantiates the increased risk of erroneous actions of aviation professionals and development of professional diseases that result in the early professional disqualification. Abstract: The subject of this research is the modern medical, engineering technical, and psychological issues of ensuring state aviation safety. The author examines such aspects of the topic as reduction of the risks of state aviation safety due to ensuring the professional and functional reliability of a pilot as the key element of the flight safety control system. Particular attention is given substation of the priority directions of resolution of the identified issues by improving the life support systems and safety equipment of a pilot, the potential capabilities of which lag behind the rate of increase of the flight technical performance of state aviation aircraft. The research methodology combines methods of systemic analysis, ergonomics, aviation medicine, reliability theory, flight psychology of work, engineering of complex systems, aviation psychophysiology, and engineering psychology. The main conclusions of the study lie in the particularized promising directions aimed at improving the life support systems and protective gear of a pilot maximally focused towards the human factor. Special contribution of the author into this research consists in justification of fact that the realization of the listed directions requires mandatory cooperation of the experts in the field of aviation medicine and psychophysiology with the aircraft engineers, developers of safety systems, and specialists on avionic equipment.

Abstract:  The subject of this study is the decision-making process of airlines management, as well as analysis of development of the aviation event from the perspective of systemic approach. The object is the safety of aircraft operations. The authors focus attention on such aspects of the topic as the peculiarities of systems thinking of management of the airlines and general stages of the aviation event with emphasis on the difference in conditions and circumstances of ensuring safety of aircraft operations during the Soviet and Russia times. Particular attention is paid to the analysis of air transportation system as a socio-technical system, the fundamental factor of which is the flight safety. The main conclusions of the study consist in the resulting from the theory and confirmed in practice, positions on the need for consideration of the flight safety from the position of systemic approach. Authors’ special contribution in development of this topic lies in substantiation of the fact that a negative event in its evolution undergoes several stages, the knowledge of which allows organizing the preventative work on ensuring flight safety in airlines properly and efficiently.

Abstract: The subject of this research is the professional reliability of operators of the air traffic control as the level of flawlessness, accurateness, and promptness of their work with regards to interaction with the technical systems or other specialists involved in the process of air traffic control.  To benefit the increase of the professional reliability of operators of air traffic control, the authors conduct a research on the connection between the level of their professionally important qualities and the work experience, as well as analyze the possibility of the target training of these qualities, aimed at their development during the period of the scheduled advanced training. The professiographic analysis alongside the methods of engineering psychology, psychophysiology, mathematical psychology, and ergonomics are applied in this work. In the conclusion, the authors determine the professionally important qualities of the operators of air traffic control, the level of which has significantly increased as a result of special training. The article demonstrates the possibility of their improvement and development by means of the cycle of trainings, using the staff automated work place of the specialist of professional selection.

Abstract: The research subject is the foreign policy of the United States in Central Asia in the early 21st century. Special attention is given to the U.S. foreign policy and its priorities in Central Asia in the second decade of the 21st century. The author specifies the problems and prospects of America’s foreign policy in Central Asia in the early 21st century. The author states that the foreign policy of the U.S. in Central Asia will unavoidably change, and this transformation should be based on the refusal to solve regional problems unilaterally, and on the search for the ways of constructive cooperation with Russia and China.

Abstract: The subject of research is mathematical software software certification procedures for information security requirements in view of time constraints, regulatory and design requirements. This essential requirement is the availability of the source code on the test software, which is quite critical for developers as a potential channel formed intellectual property leakage. To overcome this drawback, the technique of testing the compilers on the lack of mechanisms for the implementation of undeclared capabilities to stage software compilation. The research methodology combines the methods of software engineering, theory of possibilities of object-oriented programming, systems analysis, the theory of reliability. The main conclusion of the study is that by forming an optimal set of tests using the mathematical apparatus of the theory of games, spending his compiling and analyzing the control flow graphs and data obtained from the compiler output and built according to the original texts of the tests, we can conclude the presence or absence in the test compiler mechanisms introduction of undeclared capabilities in the compiled software.

Abstract: The subject of the study is to develop algorithmic  for test methods for aircraft guided missiles, based on the integration of differential equations in the Cauchy form adopted for the mathematical description of the movement of aircraft, which is the basis for modeling the motion of aircraft-guided missiles. The author suggests an approach to algorithmization of the flight path of aircraft guided missiles, which should be used in the development of methods of research and testing of aircraft guided missiles using modeling systems that allow reliably determining and assessing the compliance of the motion characteristics of the aviation guided rockets specified tactical and technical requirements. The research methodology is based on the methods of mathematical modeling, optimal control, computational mathematics, differential and integral calculus. The main result of the study is formed by the basic movement algorithm for simple model of aircraft guided missile based on the impact of wind disturbances. The algorithm allows increasing the complexity by including missile guidance algorithms and control algorithms that take into account the angular movement of the rocket center of mass, dynamic data sensors and steering dynamics rocket drives.

Abstract: The subject of this research is the United States  foreign policy doctrine in relation to Afghanistan and states of the Soviet Central Asia, which undergone a drastic transformation in the end of the XX – beginning of the XXI century due to geopolitical changes, associated with the collapse of the Soviet Union and the end of the Cold War. The conceptual structuring of Zbigniew Brzezinski defined content of the US foreign policy doctrine; and its major priority consisted in the attempt to establish the unipolar world and reconstitute the “neocolonial” system under the new circumstances. The main conclusion of this work consists in the scientifically substantiated positions on the fact that after the military Operation Desert Storm, the United Stated conducted the utilitarian policy in Central Asia and Afghanistan, which suggested the achievement of certain results within the framework of implemented foreign policy concept at minimum costs. Since the mid 1990’s, the United States established the “foundation” for the future “strategic breakthrough” in the region, the prerequisite for which were the economic interests, activation of the competitors, as well as the growing “Islamic threat”.

Abstract: The subject of this research is the methods and results of psychological studies of the flight work. The object of the research is the psychological assistance of aircraft. The authors of the article focuses on such aspects of the topic as the psychological aspects of decision-making during flight operations, methodological and theoretical basis of psychological research in aviation, psychological characteristics of flight activity of modern aircraft, technical means of formation of professionally important qualities of the pilot. Particular attention is paid to the definition of the importance of psychological studies of the flight security in state aviation. The research methodology is based on the systems approach and integrates the methods of work psychology, engineering psychology, ergonomics and aviation medicine. The main conclusion of the research is the statement that the records of the results of psychological research in the design of aircraft and flight crew training is an essential component of ensuring safety and health protection of the aircrew system. Special contribution of the authors is that they have summarized the results of psychological studies of the flight of labor with emphasis on their application at the present stage of aviation development.

Abstract: The subject of study is the professional image of the teacher of the Military Academy of the General Staff of the Russian Armed Forces, considered in historical perspective and contemporary perspective. Particular attention is paid to the concept of image of the academy and its structure, the image of the teaching staff of the Academy, the corporate culture, corporate ideology, values corporate image of the teaching staff of the Academy. Concretized mechanisms of functioning of the corporate culture of the faculty of the Academy, and presents some of the professional activities of its faculty. The research methodology is based on a system-activity approach and integrates the methods of system analysis, source, historians, military sociology, political science, pedagogy and psychology. The main conclusion of the study is that the professional image of the teacher of the Military Academy of the Russian Federation Armed Forces General Staff distinguishes basic academic education; a close relationship with the scientific educational activity; implementation of communication theory and practice at the expense of military training and involvement in military-strategic exercises.

Abstract: The research subject is acoustic safety of aviation specialists’ activities, including the analysis of the peculiarities of use of the audio channel of the aviation ergatic system management, the functional reliability of the operator of the aviation ergatic system, the sources of aviation noise, the ways of modeling of the noise impact on the reliability of the operator, the crews of modern aircrafts and the physiological mechanisms of impact of aviation noise on the operator of the aviation ergatic system. The novelty of the study is determined by its system character and orientation on the detection of the problems of safety of professional activities of aviation specialists, conditioned by the impact of aviation noise. The research methodology combines the methods of the reliability theory, hygienic studies, occupational medicine, evidentiary medicine, mathematical statistics and engineering acoustics. The authors formulate the particular problems of safety of professional activities of aviation specialists, determined by the impact of aviation noise. The study shows that aviation noise is the source of potential danger, causing the higher risk of misactions of aviation specialists and the danger of occupation diseases, causing the early professional disqualification. The research results show the urgent necessity to develop and implement special means and methods of improvement of acoustic safety of aviation specialists’ professional activities as an integral element of the safe operation of air transport.

Abstract: Reports on materials medical-flight examination studied the incidence of aircraft lifting of the state of aviation in conjunction with the results of medical and social studies (sample size 242). It was found that the structure of morbidity significant place (maximum weight) are diseases of the musculoskeletal system (osteochondrosis and primarily scoliosis of the spine) of the circulatory system and metabolic diseases that affect the reliability of professional work and causes a decrease in professional longevity representatives of socio-professional group. The research methodology is based on the methods of occupational medicine, sociology, medicine, aviation medicine, occupational health, psychophysiology of labor. It is shown that prevention of diseases of the musculoskeletal system should be carried out with the stage of selection of candidates for training cadets and flight schools with the help of X-ray and ultrasound. The proposal for a system of professional selection and dynamic medical examination of flight personnel, the introduction of which into the practice of aviation medicine will lead to earlier detection of diseases of the spine, reduce morbidity and increase career longevity aircraft lifting of the state of aviation.

Abstract: The quantitative description of external skeletons’ features doesn’t provide the unambiguous understanding of effectiveness of their use. The preliminary assessment of their effectiveness can be carried out on the base of operations research method (mathematical modeling of bilateral military operations). For this purpose, the modeling research, used to study the potential effectiveness of external skeletons, has been developed; it is based on analytical description of the process of bilateral military operations with the help of Lanchester-Osipov equations, in which the results of interaction between the fighting units on each stage are considered not as random, but as equal to their average. The research methodology includes the operations research method, mathematical modeling, system analysis, military cybernetics, the reliability theory and human factors engineering. The authors develop the mathematical support for the modeling research complex, used to study the potential effectiveness of external skeletons, based on Lanchester-Osipov equations. The results of mathematical modeling prove the necessity to develop external skeletons, designed for military use, in order to improve the effectiveness of military operations of armored infantry units.

Abstract: The subject of this research is the issues of medical social research on the correlation between the quality of life of a human with regards to health, and the professional health and professional longevity. The questions about the need of the expanded practical implementation of the medical social monitoring as an effective instrument of the personified (personalized) adaptive medicine is being examined in the course of this work. Based on the example of a flight crew with the digestive system illnesses, the authors demonstrate the practical importance of the medical social monitoring as an instrument for preservation and strengthening of health by the means of development and implementation of a complex of personified preventive care measures. The methodology of this research is based on the methods of medical sociology, aviation medicine, work hygiene, gastroenterology, qualimetry of life, and risks of health. The scientific novelty consists in the establishment of the importance of the life quality monitoring for the timely decision-making aimed at decreasing of the professionally diagnosed diseases of a flight crew. The article illustrates the applied possibilities of realization of such monitoring in order to preserve and strengthen the health of a flight crews, as well as increase their working efficiency and professional longevity.

Abstract: The subject of this research is the procedures of assessment of the professional readiness of operators of the remotely managed robotic complexes. The relevance of this work is justified by the fact that the growing level of automation of such complexes does not lead to exclusion of a man from the contours of their management, but rather complication of his functions; and the technical improvement demonstrates high demands to the level of the professional readiness of the operators. This requires the current and full assessment of ergonomics of the robotic complexes, as well as improvement of the training system of operators, considering the potentially and actually achievable evaluations of reliability and quality of their professional activity. Abstract: The subject of the research is the transformation of teaching military professional education systems as a whole and improvement of teaching methods in particular in relation to the shift in the paradigm of war and armed struggle. The results demonstrate today's system of military education faces new goals and objectives including tasks associated with the change in ways of organizing learning, expansion of the arsenal of means and modalities of implementation of educational activities and changing characteristics of the particular educational environment. This requires consideration of the combinations, and combinations of complementary teaching systems and methods, given that a particular type of system or methodology is the dominant method of training, and the remaining complement and enrich it. The research methodology combines methods of systems analysis, professional pedagogy, professionally-oriented and object-oriented learning. The main conclusion of the study is the need to review teaching methods both as components of the methodology of educational activities and as elements of the didactic construct that best suits the nature and characteristics of university educational activities and allows to intensify the educational process taking into account the means and modalities of implementation of educational activities and characteristics of the particular educational environment.

Abstract: The research subject is the evolution of U.S. policy in Afghanistan in 2000 – 2016. The author places emphasis on the war in Afghanistan, launched in 2001 under the pretext of the struggle against international terrorism (the Operation Enduring Freedom) and officially finished in 2015 upon the achievement of the planned military and political goals of the operation. In this context the author assesses the conditions and the factors of implementation of political concepts of two American presidents and outlines the common and the different features in their policies in relation to Afghanistan. The author uses the methods of historiography, source studies and conflictology, the system approach and the system analysis. The author concludes that the modern strategy of Washington in relation to Afghanistan, on the one hand, conforms with the traditional geopolitical views of American strategists, and on the other hand, is the logic continuation of the approaches of the George W. Bush administration. This issue has become one of the points, where the positions of the two American presidents were almost the same: their common point was the implementation of the policy in Afghanistan according to the common plan and idea in the interests of Washington’s influence strengthening in Central Asia.

Abstract: The authors of the research focuse on the aspects of human-computer interaction between an operator and a group of autonomous mobile robots, in particular, optimized ergonomic ways of displaying information to a human operator in the decision-making process in the remote control mode. The authors study ergonomic aspects of imaging modes used to facilitate perception and transcoding to navigation for a quick inclusiong of an operator into the management in the supervisory mode in case there is interference with autonomous mobile robots determined in the course of the visual control. The authors analyze basic approaches to arranging activity means relying on theoretical views regarding regulation of the activities of the system operator taking into account occupations with similar activities. The research methodology combines ergonomics methods, systems analysis, engineering psychology, labour psychology, and design of human-machine interfaces. The main result of the research is the ergonomic description of activity means used by operators in the course of case monitoring over mobile robots in a given control zone taking into account available developments for similar professions as well as description of the priority areas for developing HMI operator communication systems with an autonomous mobile robot or a group of autonomous mobile robots.

Abstract: The research subject covers the issues of wars’ format and content change in the 21st century conditioned by the change of the international relations paradigm. Based on the retrospective and prospective analyses, the authors discuss the question whether the hybrid war is something new or it is a development of a known phenomenon. The authors take into consideration the fact that the main objective of network wars is conducting the operations in the form of basic effects defined as a set of actions aimed at the formation of the model of conduct of friends, neutral powers and enemies in the context of peace, crisis and war; the object of the network impact includes all spheres of life: the physical, information, cognitive, and social. The research methodology combines the methods of strategy, tactics, the system analysis, art of war, major tactics, and the system activity approach. The authors conclude that a hybrid (network) war is a grim reality, and the modern wars are the polygons for training the forms, ways and methods of hybrid wars. In a military and practical sense, a network war allows moving from the attrition warfare to a more transient and a more effective war, in which the troops, owing to their information advantages, realize the principle of massing of results instead of massing of forces. As a result of such actions, the enemy loses the capacity to act and falls into shock, and can be defeated.

Abstract: The subject of research is the development of intelligent information and measuring systems for ergometric testing the flight personnel of maneuverable aircraft. The authors reviews the technical and ergonomic requirements for the modernization of an isometric exerciser for leg muscles and abdominals used in ground training of flight crews to the conditions of the flight and maneuvers and for the medical-flight examination. The above requirements are implemented in the hardware-software complex for ergometric testing which is a special information-measuring system essential for the safety of maneuvering flight. The following methods were used in the study: methods of systems analysis, software engineering, designing software and hardware for medical purposes, the theory of reliability, aviation cybernetics. The main conclusion of the study is in formulating a set of reasonable engineering solutions for creating an intelligent information and measuring system for ergometric tests of flight personnel of maneuverable aircraft. The proposed solutions were formulated considering the needs of the practice of aviation medicine  and combine the latest achievements in the field of medical equipment, aviation medicine and software engineering, and, as shown by experimental testing, meet the needs of the practice.

Abstract: The subject of this study is the improvement the management of professional training of operators through the use of information on the psychophysiological state of the learner. The hypothesis of the study: as a successful career depends on the condition of the person in the course of its implementation, taking into account assessment of the psychophysiological state during training (learning) allows for management training operators aimed at the formation (development, consolidation) have stable professional skills. The relevance of the study is also due to insufficient use in teaching practice potential accounting psychophysiological state of the learner, provided the level of development of information and telecommunication technologies. The study is based on the articles of materials devoted to the psychological aspects of occupational safety, as well as on its own empirical data. The study applied the methods of work psychophysiology, educational psychology, educational cybernetics, engineering psychology and ergonomics. The novelty of the research is theoretical and experimental study of the need to incorporate evaluation of psychophysiological state for management training of trainees. Due to the fact that the condition of completion of the training is "quality execution of control exercises (tests) with low psychophysiological stress" the student is provided to improve the quality of vocational training - achieved increased resistance skills, formed as a result of training. Accounting psychophysiological state of the learner, provided interference-free performance of his professional activity, should be an integral component of management training operators in order to improve the effectiveness of individually-tailored training and the stability of the formed and develop skills.

Abstract: The research subject is the problem of air staff physical training for the impact of aerobatic acceleration forces within the scheduled psychophysical training of air staff of maneuver aviation as a component of the flight safety provision system. Tolerance to the negative effects of acceleration forces during aerobatic flights after long intervals between the flights can be improved with the help of the skills of maximum muscular straining, static conditioning, tolerance of the physiological systems of the body to maximum static straining and special breathing together with muscular straining. The aim of the paper is to study of the possibility to improve psychophysical training of the Yakovlev Yak-52 pilots for aerobatic flights by means of the set of special physical exercises. The authors apply the methods of aviation medicine, occupational physiology, sports medicine, rehabilitation medicine and the methods of mathematical statistics for the analysis of the research results. The authors develop the method of the increase of functional tolerance of pilots to aerobatic acceleration forces, that can be used within the system of psychophysical training of sports aviation pilots for the refreshment of skills of aerobatic pilotage for the purpose of the increase of their functional abilities and thus improve the flight safety.

Abstract: The authors consider the use of counterpulsation therapy for urgent recovery of the functional reserves of the organism in sports, based on physical endurance. The medicinal effect of counterpulsation therapy is determined by the significant improvement of myocardial perfusion in the diastolic phase, the decrease of mechanical heart function of blood output and related effects, appearing in the result of intensive pneumomassage of lower extremities. The purpose of the research is the study of the possibility to use counterpulsation therapy as a method of urgent recovery of the functional reserves of high-skilled sportsmen. The research methodology combines the methods of sports medicine, sports cardiology, personalized medicine, rehabilitation medicine and adaptation physiology. The authors substantiate the conclusion that the effect of external counterpulsation therapy on the human organism and the possibility of the fast recovery of energy resources of cardiovascular and muscular systems are the sound reasons for the wide use of this method in the interests of development and implementation of effective rehabilitation and recovery methods in sports medicine.

Abstract: The research subject is the effect of regular aerobic training in the form of yoga practice on the effectiveness of rehabilitation of patients suffering from essential hypertension. Despite a large number of proved positive effects of yoga practice on arterial tension, cholesterol level (high-density lipoproteins and triglycerides) and endothelium-dependent vasodilation, these data need to be further verified. The previously conducted studies considered yoga practice as a primary prophylaxis and did not pay enough attention to the potential of yoga practice as a component of drug-free treatment of essential hypertension. The given study is devoted to this aspect. The author applies the methods of rehabilitation medicine, physical rehabilitation, rehabilitation exercises, functional diagnostics and evidence-based medicine. The research demonstrates that the use of complex physical rehabilitation including rehabilitation exercises and hatha yoga practice promotes blood pressure normalization, a well-coordinated work of cardiovascular system, the normalization of excitatory and inhibitory processes in central nervous system, the increase of performance efficiency and the improvement of subjective state of health of female patients. This fact allows considering hatha yoga practice as an adequate principle of nosotropic therapy and the method of the improvement of rehabilitation of female patients suffering from stage 1 hypertension.

Abstract: This article examines the problem of exploitation of aerodromes and aircrafts, as well as their impact upon the environmental security and human health. The authors note that the issues with the safe exploitation of aerodromes are associated with the intense advancement of the aviation technology, accompanied by the increase of the aircraft engines capacity and by the imperfection of the normative base that regulates the use of the adjacent areas t to airports, aerodromes, and aviation companies. As a result, it created a problem of anthropoecological security of aerodromes exploitation, which became an issue of the country’s national security. The authors conduct a socio-sanitary monitoring of the adjacent zones to aerodromes, the results of which are linked to the data from the monitoring of the acoustic circumstances, as well as characteristics of medico-demographical situation and morbidity of the population. The authors believe that provision of the anthropoecological security in exploitation of aerodromes and airports requires formulization and implementation of the new normative-methodological base considering the realities and international experience, as well as permanent socio-sanitary monitoring of territories adjacent to the aerodromes, airports, and aviation companies, in the interest of timely execution of the complex of preventive measures.

Abstract: The subject of this research is the issues of analysis of the state and determination of the development priorities of technical support of liquidation of medical-biological consequences of emergency situations as a factor of ensuring national security. For this purpose, the author particularizes the nomenclature of technical means of the medical service, and formulates the priority tasks of their formation and the mandatory medical-tactical and technical requirements, including systemic standards for the mobile medical complexes. The author gives characteristic to the technical level of the mobile medical complexes, and formulates the prospects of advancement of means of the medical service, considering the level scientific-technological progress. Abstract: The paper studies acoustic conditions and work environment at the workplaces of aviation specialists and heavy duty trucks drivers in order to reveal the peculiarities of joint effect of noise and infrasound with the purpose of developing the effective means, ways, and methods of protection against them. The simultaneous conditions of noise and infrasound at the specialists’ workplaces are considered in the article as a joint effect of the two harmful workplace factors worsening the working conditions and promoting the increase of chronic and work-related diseases. The research methodology combines the methods of hygienic studies, occupational medicine, evidentiary medicine, medical statistics, and medical acoustics. The authors conclude that under the conditions of a joint effect of noise and infrasound with the maximum spectrum in the sound range, the most frequent disease is the perceptive hearing loss (a work-related disease), and with the maximum spectrum in infrasound range – the nonspecific extracochlear pathology in the form of arterial hypertension (a work conditioned disease). The presence of frequencies of infra- and sound ranges in the spectrum of affecting noise, combined with their high level, should be taken into account when choosing the means and ways of personnel protection.

Abstract: The authors give a complex characteristic to the relevant problems in improvement of the flight security system in state aviation that is based on the joint examination of the aircrafts and human factor, considering the experience of operation of aircraft in all phases of the lifecycle with concentration on aircraft testing. Two components of ensuring safety – the aircraft and human factor were being examined separately, and then comprehensively, as interrelated, cooperating, and mutually substantiated components of the unified ergatic system “airplane – pilot”. The main conclusions of this research consist in concretization of the relevant issues of ensuring flight security in civil aviation: complexity of the modern airplane, especially in organization of the information field in the flight deck; average flying skills of the majority of the current military aviators; unfinished testing of the aviation complexes; and various types of aircrafts. Abstract: The subject of research are modern ideas about the laws of adaptation reactions of the human body in the climatic conditions of the Far North, including the characteristic periods of human adaptation, specific physiological and psychophysiological features of adaptive responses, specifics of the adaptive motor-visceral reactions, and those of the circadian adaptation reactions and the respiratory system of human adaptation, as well as compensatory-adaptive reactions of human body. The relevance of generalisations of modern ideas about human adaptation reactions in the Far North is justified due to the increased attention to the development of the Arctic region of Russia, due to the need to protect national interests in this strategically important region. The research methodology is based on a systematic approach and integrates methods of the physiology of labour, sociology of medicine, human ecology, medicine, labour, and measuring health risks. Adverse ecological and physiological factors that accompany the professional activity in the Far North, have a negative impact on the function of the body, resulting in the necessity for persons working in the Far North to be involved in entertainment and recreational activities aimed at optimising their functional state, with the preservation of occupational health taking into account the characteristics of the functional tasks performed.

Abstract: As the most unfavorable functional (psychophysiological) state of airline pilots, fatigue is being considered from the point of view of the recommended international standards of risk management safety. The authors of the article describe the basic types of fatigue and their typical features with respect to flying. The authors also give the description of the current state of pilot fatigue management for the purpose of ensuring flight safety in civil aviation. They define and describe the methodical approach to the flight safety management based on the guidelines of  the International Association of Civil Aviation. The research methods included: industrial psychology, engineering psychology, ergonomics, industrial psychophysiology, health risk assessment, life safety and risk management. The main contribution made by the authors to the development of the topic under research is the justification of the urgent need for the implementation of the mechanisms of the pilot fatique management recommended by the International Association of Civil Aviation. The apparent advantage of this approach is an opportunity to carry out a multi-level safety strategy allowing to manage the risks associated with fatigue regardless of their psychophysiological causes. This creates the prospects for implementing this strategy and providing psychophysiological safety in any sphere of navigation.

Abstract: The authors of the present research describe peculiarities of personal potential of a pilot in the cycle of professional development, provide necessary definitions and offer a psycho-pedagogical model and component composition of the pilot personal potential. From the point of view of the systems analytical research of the problem of personal potential, the authors characterize and interpret the leading components of the pilot's personal potential and their basic interdependencies. They discuss ways to use the concept of reasonable personal potential, methods of the development of personal potential, possible approaches to studying and developing the pilot's professional skills. In their research the authors have used the methods of theoretical analysis and synthesis, the method of longitudinal study, collection of empirical data, analysis of pilots' activity using the document method and expert survey, job specification and methods of mathematical statistics. The contradiction between the priority development of aviation technology and obsolete methodology of recruitment and training of aircrew as a result of outdated ideas, ways of assessing and forecasting flight abilities requires improving the theory and practice of psychological assistance of pilots and developing professional psychological readiness for work in extreme conditions. Research and consideration of personal potential and patterns of the development of pilot's personal potential extend the opportunities of psychological assistance of pilots and formation of psychological readiness of pilots for their professional destiny and extreme factors of life.

Abstract: The subjects of the study are the basic methods and principles of testing software systems used in the interest of the safety evaluation and control of automated systems. The study provides recommendations on the methods of software testing for the most common threats to security subsystems such as firewall, audit; access control; integrity monitoring; password and encryption. The authors considered the possibility that the product could contain the following vulnerabilities: buffer overflow, incorrect handling of format means, race problems. The research methods include the methods of the theory of programming, theory of reliability, software engineering, error-correcting coding, information security, system analysis. The main conclusion of the study is that software testing is a powerful tool to detect both errors in the software and security vulnerabilities. Modern methods of behavioral testing allow to identify vulnerabilities without software source code and can be used successfully in the Russian market, where accessing the source code for testing purposes is almost impossible.

Abstract: The subject of this research is the technological procedures of disposal of ordnance and military equipment, examined on the example of disposal procedures of sophisticated ans costly aviation equipment. Determination of reasonableness and preference of realization of operation of technological process of disposal is based on the fact that the difference between expenses for disposal and profits received from it must be maximally possible during the term of disposal that does not exceed the set term. At the same time, the methodology being developed was not bound by strict limitations, which made it useful for disposal of any type of examples of ordnance and military equipment. The main result of the conducted analysis is the methodology that allows positioning the technological processes of disposal of ordnance and military equipment on the axis of preferentiality with subsequent division into clusters. Classifying the clusters by ratio between spending on disposal and profits received from disposal, we get a preferential scientifically founded program of disposal of examples of ordnance and military equipment.

The principal findings of the study proved that the introduction of adaptive management process management for life cycles of products of specialized enterprises that covers all the main stages of development, testing, production and operation of products will ensure effective implementation of government contracts for defense and military-technical cooperation, improving product quality and reducing the cost of its life cycle, as well as effective implementation of innovative technologies.

Abstract: The subject analyzed in this article is the problem of panning of distribution of budgetary and off-budgetary resources allocated on realization of federal purpose-oriented programs, intensification or expansion of which brings forward an increasing need for development of methodological support that would enable rational distribution of budgetary and off-budgetary means of a federal purpose-oriented program with a longtime term of realization. In his analysis, the author takes into account certain peculiarities of realization of accounting the multiple-stage character of financing federal purpose-oriented programs, peculiarities of accounting two sources of their funding, as well as peculiarities of accounting the distribution of the allocated budgetary and off-budgetary resources. The methods used by the author are mathematic modeling, financial and economic forecasting, optimal managing, mathematic programming, dynamic programming and planning of experiment. The main results of the analysis consist in substantiation and working out of a technology of rational planning of distribution of budget and off-budget resources for realization of complicated federal purpose-oriented programs, which enables timely complication of them and achieving high practical effectiveness with a priori scheduled resource and time limitations.

Abstract: The subject of this study are the ergonomic aspects of creation, testing and operation of computer systems for training of aviation professionals (flight crews, primarily). The process of learning using computer training systems is examined as a focused, interactive process between instructor and trainee by a determined training program, the result of which is a training environment that provides the acquisition (and development) of knowledge, skills and abilities on behalf of the trainee. The ergonomic qualities of learning environment are defined by how well the technological means of learning correspond with individual psychological and physiological qualities of the trainee. The methodology of this research combines the techniques of engineering psychology, ergonomics, pedagogy, cybernetics, psychology of extreme situations, adaptive control, feedback control. The main result of the study are the formulated concepts of systemic particularization and accounting of ergonomic aspects in the process of forming and implementing of feedback between instructor and learner, as a necessary condition for high-quality training in the interests of forming stable, reproducible knowledge and skills for exercising professionalism in extreme conditions.

Abstract: The subject of research is increasing the accuracy of determining the exact position of the optical axis of a movie (video) camera, required for its use in experimental studies and tests of complex systems. The calculation of the optical axis can be carried out at predetermined reference points (reference points). This approach is effective when using stationary optical measuring points. With regard to the use of movie (video) cameras the authors developed an original method for obtaining the angular coordinates using three reference points, which allows calculating the optical axis of a movie (video) camera on a priori given reference points. The research methodology combines the methods of computational mathematics, physical optics, analytical geometry, reliability theory, metrology and testing aircraft. The novelty of the research is in development of a method for calculating the angle of the camera only from the values of the angles between the axes and the projection of the optical axis on the coordinate plane. The calculation errors in the reference examples does not exceed three arc seconds, which satisfies the needs of many experimental studies and tests of complex systems.

Abstract: The subject of research is in the area of software development. An important task for this field is to accurately predict the timing of software development. However, the lack of standard set of tasks for which the execution time is predetermined or measured considerably complicates time management. Given these uncertainties, the author created a mathematical model of estimation of errors in predicting the timing of software development based on adaptive fuzzy system with an array of production rules, the antecedents and the consequent for which are represented by linguistic variables. The research methodology combines software engineering techniques and methods of fuzzy inference using fuzzy controllers based on production rules. The main result of the research is in building a model of estimation of errors in predicting the timing of software development based on fuzzy adaptive control system and the studies of its potential effectiveness. It is shown that the advantages of the developed model are: the possibility of obtaining error estimates based on expert judgment in the absence of statistical data; the possibility of adjusting the model during the project; the stability of the model to the one-time changes in the resulting noise values; the ability to transfer the model in a new project.

Abstract: The subject of the study is to optimize the management of flight speed and altitude of the aircraft, implementing a coordinated deflection of controls using special algorithmic software for flight control and navigation systems of automatic control. The authors solve the problem of creating a simulation software for controlling the regimes of horizontal flight of an unmanned aircraft, which allows to validate (to carry out a comprehensive study for a wide range of conditions, conditions and restrictions) control algorithms altitude and airspeed with the help of an integrated management system. The results are presented in relation to the adaptive control algorithm speed and altitude UAV aircraft type having versatility. The research methodology includes methods of mathematical modeling, management of complex systems, inverse problems of dynamics, system simulation, adaptive control, flight dynamics, aerodynamics. The main result of the study is a program complex of modeling management regimes of horizontal flight of an unmanned aircraft, which has been used to validated control algorithm level flight of an unmanned aircraft, providing an increase in the speed control loop speed and altitude, reducing fuel consumption, due to the desire of the current rate closer to the optimal value due to the withdrawal of the aircraft at the optimum altitude.

Abstract: The aim of the research is to solve the problem of choosing the application of geographic information system, optimal in performance for use in the interest of the study of maritime and coastal zones. Some software products presented on the market of geographic information systems can be used as alternatives. The assessment quality indicators are individual ratings of basic features implementation: building contour relief; calculation of the flooded area; construction of three-dimensional models; create custom layers; the creation of custom objects. The presented solution is based on a modified fuzzy analytic hierarchy process method. Methods use in the research: qualimetry complex systems, analysis of hierarchically organized structures, fuzzy logic, geoinformatics, matrix calculus, computational mathematics. The main conclusions of the study is that the use of a modified fuzzy hierarchy analysis method allowed to find a solution to the problem of choosing an alternative embodiment, a hierarchically organized system meets the quality criterion with given functions of mutual preferences of criteria and alternatives, obtained on the basis of expert opinion aggregation domain.

Abstract: The subject of the study is an automated functional state bioradiolokation control of pilot to ensure accountability of such an assessment in the process of operation of the aircraft in real time. The developed methods and algorithms of data processing for the first time enable the correct mathematical treatment of physiological signals that are not limited to the pilot motor activity in their registration by taking into account nonstationarity and intraspecific variability in processing signals. This, in turn, significantly increase the potential for non-contact monitoring of the status of the pilot. Methods used in the research: a systematic analysis, filtering radio signals, wavelet analysis, artificial neural networks, mathematical cybernetics, pattern recognition. The developed technique of monitoring of bioradiolokation of condition of pilot enables the diagnostics of dangerous (for reliable professional activity) states in terms of the activity of the cardiovascular and respiratory system. Implementing the results of the study provides the possibility of increasing the reliability of operation of aircraft through the use of non-contact monitoring of the state of flight personnel in order to improve the reliability of their professional activities and account evaluation of the current state circuits control the aircraft.

Abstract: An important step in the early stages of the life cycle of hearing protectors is an ergonomic expertise. For its implementation a software complex was developed. It provide interactive input of values of operational, technical and economic characteristics of all samples of used individually hearing protectors (ear muffs, helmets, earplugs, protection against air acoustic vibrations and etc.), obtained using objective (direct measurements) and subjective (survey respondents) methods for further calculation of the integral index - the coefficient of ergonomics as a weighted convolution of indicators. Methods of the research: a systematic analysis, expert information processing, ergonomics, programming, software engineering, ergonomic qualimetry, computer science, cybernetics. By using the developed programs author provided standardization of the procedures of ergonomic examination of personal protective equipment from aircraft noise, creating and filling a database of economic expertise (with both primary information and integrated assessments) and most importantly timely detection and elimination of design flaws that reduce the usability of developed remedies, which, as a result, improved the comfort of their usage by aviation specialists. Software solutions are created using the ActionScript (Flash) and have the certificates of state registration.

Abstract: The subject of research is the development of software for wireless dynamic monitoring of PQ-interval of electrocardiographic signal, that allows to visualize the results of monitoring in a form convenient for clinicians. In addition to the PQ-cardiointervals monitoring the auhotrs developed a software system that provides visualization and basic interpretation of clinically relevant parameters, such as the area of scattergram, amplitude of cardiogram, electrocardiosignal original spectrum, the amplitude and frequency of the respiratory wave. The proposed set of diagnostically informative parameters allows to monitor and detect electrophysiological atrioventricular conduct disease in real-time. The presented methodology combines research methods of filtering a digital signal processing time series, probability theory, mathematical statistics, medical informatics and software engineering. The developed software package implements the original algorithms of contactless wireless monitoring and recognition of R-wave and PQ-interval of the electrocardiogram. By improving the signal processing, using a combination of quantitative and visual presentations of results of processing, the presented solutioin provides enhanced verification of diseases of the conduction system of the heart on a modern computer hardware and software platform.

Abstract: The article reviews a procedure of solving the uncertainty in identifying the similarities and duplications between the results of intellectual activity, due to the presence of semantic and pragmatic ambiguity in natural language form of results description. The aim of the study is to provide identification of duplicate results of intellectual activity in an automated mode, in which experts only manage its settings by determining the composition of the classifiers used in the construction of relations of similarity, simplification of inter-agency coordination based on the results of intellectual activity and integrity of the database, as well as increasing the reliability and efficiency of the procedure identifying duplicate the results of intellectual activity by combining the frequency-semantic methods and formalized expert knowledge. The research methodology is based on a system analysis, pattern recognition, synthesis databases and knowledge bases, the automatic processing of natural language texts. The authors developed an approach for building knowledge bases classes for information representations of the results of intellectual activity that would classify its different types and systematize knowledge about the classes of intellectual property through the use of the author's method of automated classification and identification of duplications of intellectual property.

Abstract: The article considers the prevailing contradictions between the nature of the vulnerabilities in source code, safety requirements limitations of regulatory and methodological basis of tests and software developers who do not provide the source code for testing purposes. Methods of software products analysis that do not require the source code of programs, are widely used abroad but in our country are not well known yet. The article investigates the question can such methods and means increase the effectiveness of certification testing of software. The authors determine the necessary changes in the regulations to open up the possibility of applying the methods of testing programs without source code in the certification tests. Methods used in the study: software engineering, analysis of complex systems, the theory of reliability of complex systems, the synthesis software, compiling software. The paper shows that the use of methods for testing without source code allows to find such common vulnerabilities in the software that can’t be effectively detected because of the regulatory restrictions for the presence of source code. The experience of certification tests on the absence of undeclared features and program bookmarks, as well as independent software testing allows to determine the priority areas for improvement of the regulatory, based on the application of the methods of testing software without source code.

Abstract: The study is devoted to a topic of information support design for aircraft. The object of the research is information flows in ergonomic design of aircraft. The purpose of the study is optimization of data collection and processing at ergonomic design of aircraft. To achieve this purpose the authors use the methods of structural system analysis to generalize and to systematize accumulated experience in information and logical modeling of the data collection and processing during seminatural ergonomic researches of the aircraft with extensive use of advances in information and telecommunication technologies. Research methodology: structured systems analysis in the domain of information and logical modeling of the processes of data collecting and processing in the ergonomic design of the aircraft. The main result of the study is in developing an information-logical model describing the structure of the data collection and processing during the ergonomic research on seminatural simulation complexes. The results provide forming a holistic view of the transmission  formation processes, processing and storage of data during ergonomic design of aircraft, automation of processes of preparation and experimentation, allowing making a special software for optimal time of aggregation.

Abstract: The paper presents a study of procedures of automated monitoring and regulation of the safety of aircraft, as well as procedures for the automated control of the changes in the air-operated transport system. Analysis of the dynamics of the safety of aircraft is required to obtain an objective assessment of the effectiveness of corporate safety management system and its planned development, that is a requirement of the standards of the International Air Transport Association and recommended practice of ICAO. A detection of unacceptable values in the current or forecasted level of the safety reflects the state of aviation transport system, characterized by a potentially high risk that requires a rapid response from analysis of aviation incidents and prerequisites to them to determining the cause of unacceptable changes with subsequent regulations in safety management. To solve this problem author uses results of regular monthly monitoring of the current level of safety in the airline statistics of aviation events registered in the safety management system of the company, which was then processed using the theory of probability and mathematical statistics. The novelty of the research is in created software for automated predictive safety monitoring of airlines using statistical detection of potentially dangerous changes in the level of safety, based on the analysis of retrospective information obtained as a result of monitoring of the safety of the flight, taking into account the requirements of international standards in the field of civil aviation.

Abstract: The subject of the study are the accounting for the human factor in the implementation of the operation control of complex ergatic (man-machine) in the presence of small (for lack of statistical forecasting) the amount of information about the emergency (emergency) situations caused by human factor, as well as prerequisites for the development of such situations. That is, the problem is solved the problem of estimating the probability of the event was not observed during the study period, which is important to ensure preventive management Human-machine system, taking into account the characteristics of the human factor. The research methodology is based on the theory of functional states of the system operators "man-machine", probability theory, mathematical statistics. The novelty of the research is to develop technology-looking assessment of functional reliability of the pilot to assess the probability of exit flight parameters for the operating restrictions in flight, implemented in an automated risk management system flight safety. The results are of a general nature, allowing them to apply adaptive control operation of any ergonomics systems.

Abstract: The subject of the research is the process of situational analysis and forecasting of medical conditions characterized by uncertainty and, in most cases, the lack of retrospective statistical information to build adequate mathematical prediction models. These features have identified the need to solve the problem with the involvement of experts who can provide adequate predictive assessment based on a large personal experience of solving such problems. Scientifically proved tested a methodology for predicting situational medical conditions, based on the involvement of subject matter experts. The research methodology is based on the theory of the collection and processing of expert information, medical informatics and medical statistics. Key findings of the study was to develop methods to ensure situational forecasting medical conditions as a set of procedures for the processing of factual data and expert judgment, helps managers in decision-making. Created as a result of research decision support system on a time scale, near-real provides an analysis of the current situation with the generation of options for health monitoring, forecasting spread of the disease with the mapping of the existing situation, the calculation of the need for forces and means for the realization of complex therapeutic and preventive measures, formation of appropriate management decisions.

Abstract: The author studies the early stages of the software life cycle on the quality of which the quality of the result of software development essentially depends. An analysis of the experience of the practical application of the widely used waterfall (cascade), iterative and incremental models of software life cycle showed that they do not fully meet the needs of the practices. However, there is a possibility of the synthesis of a new model of the life cycle of software that combines all of these three models. The research methodology is based on the models of the software life cycle, structured systems analysis, software engineering, and information and logical modeling. The main conclusions of the study lies in the model of the software life cycle (for the stage of its development), presented in notation UML-diagrams, which consists of the stages of initiation of development, setting the increment, execution of the increment and completion of the development. Practical implementation of the developed model provides a reduction in the time required for software development and preparing the necessary project documentation.

Abstract: The subject of study is the problem of formalized description of conflicts arising in the protection of information from unauthorized access, for more information on possible action potential enemy and their consequences for the benefit of the selection and implementation of the defense strategy of information in automated systems. The initial data are the list of objects of the automated system and the value of the processed information to them; a list of information security and their cost; a list of possible methods of implementing the threat of unauthorized access to information, cost and efficiency. The result is the most effective means of protection configuration information for each object with the estimates of the effectiveness and cost of its implementation. Methods used: game theory, probability theory, reliability theory, system analysis, the theory of the collection and processing of expert information. The application of the developed models of information security processes for optimum configuration of information security for which each option protection system is characterized by unique quantification of having a clear physical meaning (security measure), so it is possible to choose a specific embodiment of the object of protection of the automated system by the criterion of maximum security (with cost constraints) or minimum value (for fixed requirements for security). Furthermore, the optimization of the composition and structure of information protection system design and in changing the original data is not time-consuming.

Abstract: The article presents a technique of automated image processing in aircraft systems of visual monitoring of the outside the cabin environment for use in the design and subsequent testing of such means. The method was developed taking into account specifics of ensuring the safety of aircraft in the night time and characteristics of modern optoelectronic systems used in manned and unmanned aircraft. The authors describe a technique of calculating the maximum range of the evaluation of low-level television imaging systems used in the composition of assets and systems of aircraft equipment. The research methodology combines the methods of system analysis, design, electro-optical systems, design and testing of aircraft equipment, methods of quality control of complex systems. Scientific novelty of the results is in the fact that they were obtained specifically for ensuring the safety of aircraft and can be used in the interests of rational justification characteristics, design of quality control and testing of similar systems intended for use in equipment ergonomics systems for various purposes.

Abstract: This article discusses the state of the Russia’s industry of rare earth metals in the aspect of national security in the aerospace sector. The article demonstrates the importance of having a reliable functionality of the domestic industry of rare earth metals for the basic and critical technologies of ensuring the security and defense capabilities of the country. The author gives a comparative assessment is given to the rare earth metals industry in the USSR and the Russian Federation; characterizes the deposits of rare earth metals; offers a brief assessment of the plans of the Ministry of Industry and Trade of the Russian Federation on the development of rare earth metals industry. The research methodology is based on the theory of expert evaluations, comparative system analysis, military and economic and retrospective analyses.  The main conclusions of this research include the importance of development of the domestic industry of rare earth metals as one of the key factors in ensuring national security. The author stresses the importance of developing and implementing measures to phase out import substitution within the branches and fields of industry that require the use of rare earth metals.

Abstract: The subject of the study are technological procedures for monitoring the life cycle of complex engineering systems, which are implemented by a sequence of operations of data collection, processing and accounting information, analysis and formulation of the problem, followed by managerial decision-making. It is shown that the problem of synthesis of model of monitoring procedures of the action plan for the creation, operation or testing of samples of complex engineering systems for the formal statement are adequate to the monitoring and classification task. That allows applying the methods for solving such problems to solve the given problem. Research methods include structured systems analysis, complex systems theory, the theory of reliability of quality control, information and logical design and set theory. The study shows that the implementation of a number of transactions within different procedures is advisable only when the input data for the considered operation change. Using the results of execution of the same operations with the same source data, considered when performing various procedures, is one of the ways to optimize process control procedures of the life cycle of complex engineering systems.

Abstract: The subject of the research is a comprehensive multi-aspect characterization of the standard of living areas adjacent to air transport enterprises, taking into account the acoustic impact of environmental conditions, medical and social factors. The authors specified the acoustic aspects of the environmental impact in the places of habitation of the representative socio-professional groups, gave estimates of the health risks caused by the cumulative effect of aircraft noise on the urban areas being researched. The conclusions of the research are summarized for residential areas that are impacted by the cumulative effects of high-intensity industrial (manufacturing) noise. The research methodology combines the research methods used by experts of medical sociology, occupational medicine, medical geography, aviation medicine and medical informatics. The main conclusion of this study is that now the noise factor in the workplace aviation affects those who work in the industry and the general population of urban areas adjacent to the air transport enterprises, results in the decline in living standards, and is a major risk factor that requires constant monitoring and implementation of appropriate preventive measures, and also taking into account the estimates provided with the development of territories adjacent to enterprises the functioning of which is associated with intense noise impact on the environment.
