Slabukha A.V. - On the methods of organizing planning of settlements in conjunction with the construction of Siberian railroad pp. 66-73

DOI:
10.7256/2310-8673.2017.3.23815

Abstract: The subject of this research is the relationship issues among the members of the planning organization of settlements – central specialized departments, local government and “societies” due to the laying of the transcontinental railroad across Siberia in the late XIX century. The object of this research is one of the methods of organizing the design and development of near-railway settlements – established communication between the aforementioned parties. The article examines the response of local “societies” to the letter (1895) of the Ministry of Internal Affairs of Russian Empire about the need to present the decisions on characteristics of possible locations for development of cities or large settlements (in conjunction with the laying of railroad) and the need for their advance and efficient planning. Special attention is given to the results of analysis of the situation by the local “societies” with defining importance of the natural and economic conditions in the context of emergence of the new and development of the existing settlements. Author’s special contribution into this research lies in revelation of the question about the joint participation of central government, local government, and local “societies” in discussion the issues and adopting the decisions pertaining to the design of settlements due to realization of the largest nationwide project – the construction of Siberian railroad.

Slabukha A.V. - Project methods, proportionality, and conceptual “allusions” in architecture. Based on experience of the generation of Soviet architect of Siberia in the late XX century: Eduard Panov pp. 1-19

DOI:
10.7256/2585-7789.2017.1.23668

Abstract: This article examines the creative path of one of the prominent institutors of architectural activity in Soviet Siberia – Krasnoyarsk architect, urban planner, scientist, and publicist E. M. Panov. The subject of this research is the project and scientific works of the master viewed from the two perspectives (1) through studying the content of the author’s personal project method manifested in city-planning and architectural strategies, and (2) through the author’s interpretation of the works of other architects presented in the books, articles, analytical texts, graphic images. The works of E. M. Panov as a practical and cogitating architect-researcher is demonstrated by the combination of two aspects of his creativity – engineering and researching. The architectural and city-planning legacy of E. M. Panov – a prominent representative of the generation of Soviet architects of Siberia of the late XX century – testifies to the relevance of national architecture in the post-classical era, which is the time of Soviet modernism with broad arsenal of professional methods, developed by the academic schools of the past – the main compositional means, techniques of rhythmic-metrical relations, and artistic abilities of transmitting the conceptual visions.

Slabukha A.V. - Urban development image of the Soviet Siberia: several pages in retrospective of the forced forms of exploitation of the territory pp. 17-28

DOI:
10.7256/2310-8673.2016.3.19814

Abstract: The subject of this research is the ideas about the assimilated territories of Siberia as the result of the forced forms and methods of the urban development reclamation of the territories, relocation and management of the workforce potential. The goal of this article consists in confirmation of the methods of assimilation of Siberia in the first half of the XX century as the continuation of tradition established by the end of the XIX century. The article reviews and describes the methods of relocation of population to Siberia for ensuring the industrial and city-planning development of its territories in the early XX century. The attention is focused on one of the methods formulated in different periods by the renowned researchers of Siberia N. M. Yadrintsev (1842-1894), P. N. Butsinsky (1854-1916), and V. P. Kosovanov (1872-1938) – the method of government forced colonization of Siberian territory. It is demonstrated that the necessity of the territorial exploitation of Siberia in the Soviet period, as one of the geopolitical and economic goals of the Soviet state, predetermined the tasks regarding the various methods of attraction of people to the sparsely populated territories. The history of urban development exploitation of Siberia in the first half of the XX century to a significant extent confirms the established ideas about the forced methods in implementation of the Siberian city planning. The conclusion is made about the succession of methods from the previous centuries pertaining to the government-forced colonization of the Siberian territories in the early XX century. It is noted that the studied methods complement the general picture of multiplicity of the forms of full-scale urban development activity in Siberia in the XX century, which contributed significant innovations into the global theory and practice of exploitation of the remote territories with the extreme nature-climatic conditions. This material represents the researchers’ interest for better understanding of the prerequisites for the modern urban development in Siberia.
