Abstract: This article discusses the questions associated with the impact of social turbulence and exacerbation regimes upon the society. The topic is viewed in the context of the effect of behavioral deviations upon public administration from the perspective of the need for changing its content in the conditions of escalation of crisis situation. The author verifies the hypotheses on the shift of value orientations of the population from the rational plane to the irrational, as well as the formation of public inquiry for the “strong” state. The article aims to identify the attitude of Tomsk population towards the global and local agenda of rapid processes through assessing their own behavior and appeals to the government institutions on the examples of situations caused by outbreak of coronavirus pandemic and transformation of real estate market in the city. Research methodology employs documentary analysis, formalized interview, statistical data processing, and logical inductive-deductive inference. The article obtains new empirical data related to the behavioral assessment of the population in the conditions of social turbulence and its effect upon the formation of public inquiry. The main result consists in indicating the need for transformation of the system of public administration in the periods with nonlinear dynamics and high speeds in implementation of the policy of strengthening the regulatory impact upon maintaining the spheres most affected by the crisis. The presented materials are valuable for the employees of government and administrative branches, as well as researchers dealing with the problematic of social turbulence.

Abstract: This article examines the questions associates with determination of public interest with regards to development of tramway and trolleybus network in urban space in the context of worsening of technical, technological and organizational-economic characteristics of this type of passenger transportation. The author verifies the hypothesis on the demand for city electric transport within the system of municipal transport and the impact of factors justifying the choice of alternative transport options. An attempt is made to reveal the expectations of Tomsk residents as it pertains to increasing demand and competitiveness of the tramway and trolleybus network. Methodological framework contains the documentary analysis, formalized interview, statistical data processing and logical inductive-deductive conclusion. The new empirical data are obtained on assessment of the demand for electric transport. The main research result lies in determining the stance of Tomsk residents towards preservation and systemic development of the tramway and trolleybus communication; emphasis is made on expansion of the rout network. Among other factors that considerably affect the quality of transportation is the need for practical implementation of the adequate schedule of the city transport. The study is relevant for practical workers engaged in the problems of electric transport, as well as individuals conducting polls on the topic.

Abstract: The mobile app market is rapidly growing and highly competitive, substantiating the relevance of the scope of positioning and promotion of mobile apps. The success of each project depends on a competent product promotion. This is especially important for developers who are short on time, money and organizational resources. All of this influences the commercialization of scientific and technological activities. As a result, high-quality and potentially high demand product cannot reach their consumers. Analyzing the secondary statistical information and applying general scientific methodology, the authors determine the prerequisites and trends of development of the mobile app market that influence the choice of instrumental means in the conditions of limited budget for promotion of these products. It is determined that the pre-sale preparation of mobile applications is a powerful way that has a positive impact on the achievement of targets. This is associated with the proper «packaging» of the application, rather than its functionality. Such approach consequently allows reducing the costs of promotion and not spend money on the use of traditional advertising. The results of this research produces recommendations for app-developers, helping developers increase the effectiveness of marketing.

Abstract: This article examines the questions associated with the instruments of taking into account the position of population in establishment of the municipal policy in the area of development of public spaces. Particularly, the authors underline that various forms of participation of population in implementation of the local self-government allow to the institutions of public administration forming a certain opinion about the need to reform the important urban areas. In addition to that, the authors give attention to the problem of non-involvement of the general public into the process of formation of the urban development landmarks, even despite the fact that the city resident acts as a main consumer of the results of the work of government authorities and administration. The authors suggest conducting full-scale surveys among population related to discussion of the general directions in development of separate urban spaces. The proposed model has been for the first time tested in Tomsk (in 2015) within the frameworks of the Mayor Council on development of the public spaces, in preparation to which was conducted a sociological survey aimed at accumulation of positions of the citizens with regards to development of one of the remarkable places of the city – Novosobornaya Square. The research revealed the problems that are characteristic to this place from the residents’ point of view, as well as what is desired to be accomplished. The results of the survey also demonstrate that in general, the population is satisfied with the work of the local self-government in this regard. The format of the Mayor Council on development of the public spaces became traditional, which testifies to the effectiveness of such form of interaction between the government authorities and the population.
