Abstract: This article examines the experience of tendering procedure and evaluation of projects introduced by the socially oriented non-profit organizations of Sverdlovsk Region for receiving the government subsidy for their implementation in 2016. The work analyzes the results of evaluation of the winning projects with assistance of the developed by the authors in the Ural Federal University parametric method of evaluation of projects. The authors provide the results of expert survey of the members of tendering committee about the flaws of methodology and procedure of evaluation of the projects, as well as difficulties faced by the experts during the course of evaluation. The article also presents the results of survey of the project developers from the associates of the non-profit organizations who introduced their projects for the contest in 2016. The conducted analysis has recorded a low quality of the presented projects, which is substantiated by two factors: lack of the project-conformable parameters of evaluation in the applied methodology, as well as imperfection of the form of project description in the materials of tender application. The conducted evaluation alongside the results of survey of the experts and developers of the projects testify to the need for amending the form of application and desirability of implementation of the parametric evaluation of the projects in practice of the future similar contests.

Antropova I., Korobeinikova A.P. - Nonprofit organizations and unformalized socially important activeness of the citizens (regional aspect) pp. 11-18

Abstract: This article analyzes such social phenomenon of the Russian reality as reconceptualization of the third sector, which currently is not limited by the institutionalized NPO’s, but rather represents a complicated system that also includes the unformalized socially important citizens’ activeness (individual and group initiatives, public participation, and other forms of citizens’ self-organization by their place of residence). The authors attempt to explain the established situation of shift of the center of gravity of socially important activeness of the citizens from the institutionalized forms towards unformalized institutions. The article contains the results of the conducted personal questionnaire of the Sverdlovsk Region population of two age groups (16-29 and 30+), as well as survey of the experts (state and municipal officials, heads of the NPO’s). The authors provide the assessment of the current status of socially oriented NPO’s in Sverdlovsk Region, conditions for functioning of the NPO in the region, as well as forecast of the prospects of development of the third sector. The work also reflects the main trends characterizing the readiness of the Sverdlovsk Region population regarding its participation in the activity of NPO and socially important practices.

Antropova I. - Problem of the future of family half-century afterwards: dialogue with A. G. Kharchev

Abstract: The author presents the analysis of the status of the institution of family and childhood in the XXI century, as well as the modern child-parent relationship. At the same time, special attention is given to the phenomenon of the paradoxical development of family and childhood, including the subclinical deprivation of the upcoming generation and “latent” social orphanage, which is caused by the decrease of the quality in child-parent relations, psychological isolation of a child within family, and violence with regards to a child, The author also gives particular attention to the role of family in the primary socialization of childhood, as well as traces the quality of the primary socialization in development of society as a whole. Focus is made on the transformation of family as the social institution, changes of the circumstances under which the family is functioning, as well as accessibility of the childhood infrastructure. The article carries an interdisciplinary character and represents a so-called “dialogue” with A. G. Kharchev pertaining to one of the most essential questions associated with examination of family in sociology of the XX and XXI centuries, namely the development and quality of child-parent relations. A. G. Kharchev’s contribution into the Russian sociology of family is undisputable. As the foundation of the dialogue, the author takes the published in 1964 book by Anatoliĭ Georgievich Kharchev “Sociology of family: Problems of emerging science”. Namely in this work, Kharchev makes an attempt of social forecast of the future of family. In addition to that, the author in the dialogue with A. G. Kharchev contemplates about the future of family in the XXI century, which in many ways depends on the system of measures of assistance and support, which is created by the state and the regions. But most importantly, it depends on the quality of the dialogue between the state and the family.

Abstract: This article examines the problem of narrowing the space of childhood in its correlation to the negative trends of development of the modern urban society. The authors analyze the urban society from the perspective of carrying out the extremely important social functions, first and foremost, the assistance in involvement of an individual into the current phenomena and events. The influence of the urban landscape upon the “children territorial behavior” and the development of a child as a whole, is being detected. The authors raise a serious problem of deformation of the natural communications between humans, which is caused by the alienating interference of the infrastructure, information, and other changes of the society. Within the framework of this research, as an example of the contemporary Russian megalopolis, the authors examine Yekaterinburg from the position “a convenient for life city” and “city kind to children”. The authors state that there are less possibilities for children with regards to independent territorial travelling, decrease in the amount of social interactions and decrease in the intensity of social cooperation between children under the various social circumstances; as a result, it all leads to the disruption of the processes of transferring the socio-historical experience, social adaptation, as well as social destructions and deviations.
