Zaitseva I.V. - Economic content of development strategies of border areas of the Far Eastern Federal District with achieving the urban development potential pp. 37-43

Abstract: The subject of this research is current large-scale and comprehensive development strategy of the Far Eastern Federal District, which implies the development of territories possessing a unique economic-geographical and transit position, as well as long border with a densely populated foreign state. Directions within the framework of this strategy allow achieving the urban development potential of the Russia’s side of the border, namely create an additional network of small, medium, large localities, and ensure sustainable development of the existing ones. The author comes to the conclusion that comprehensive implementation of strategies of the Russian Federation carries delayed character, and the key indicator, represented by the population size, will not increase unless the region boosts its productive capacity, followed by the improvement of living standards, and thus, migration inflow and natural population growth. All these processes combined allow achieving the urban development potential of the region, as well as the border areas. The strategies implemented by China are aimed at the promotion of economic ties through expanding the urban development.

Abstract: The subject of the study is the quality management of construction products. Improving the quality of construction is extremely important, as it prolongs the life of residential buildings and reduces their operating costs. In this regard, the analysis and comparison of foreign and domestic approaches to assessing the level of quality of residential real estate objects will reveal the directions of development in the field of improving the quality of housing in our country. The article studies foreign and domestic systems of management and quality control of construction, highlights the parameters and principles of the quality system of foreign countries, interaction with other organizations, quality organizations, regulatory documents, according to which a comparative analysis of existing systems is carried out. Many countries have a high level of quality of their products, in particular construction. Improving the quality of construction in our country is also very important, as this increases the service life of residential buildings and reduces the cost of their operation. In this regard, analyzing and comparing the foreign and domestic approach to assessing the quality level of residential real estate, you can see the directions of development in the field of improving the quality of housing in our country. In this study, in order to identify quality control systems for the construction of residential real estate in different countries, the following characteristics of such control systems are adopted: (1) the principle of the quality system, (2) interaction with other organizations; (3) the supervisory authority; (4) regulatory documents. The characteristics of construction quality control systems adopted in this study are considered as the experience of such use in developed countries. The foreign experience in approaches and principles of control systems in Russia is investigated.

Abstract: Currently, the most common way to finance the acquisition of residential real estate is shared construction, which has its drawbacks. This article discusses the domestic and Russian experience of shared construction, and compares the activities and organizations. The object of research is the financing schemes for residential real estate. The subject of the study is the comparative characteristics of financing schemes for multi-apartment residential buildings. The aim of the study is to analyze the experience of shared construction of multi-apartment residential buildings in the USSR and modern Russia. Summarizing the comparative analysis of the features of the organization and activities of domestic and modern experience in shared construction, we can say that these schemes have similarities in attracting public funds for the construction of multi-apartment buildings and that these mechanisms for acquiring housing in the primary market are not safe for their members. Therefore, there is still a need to develop the most effective organization of financing investment and construction projects in the residential real estate market, providing for the interests of the developer, participant in shared construction, the state and the bank.
