Abstract: The article is devoted to the legal and organizational grounds for administrative law-making. The author of the article analyzes peculiarities of sub-legislative law-making process in the United States of America. Based on the study, the author makes certain conclusions on further improvement of sub-legislative law-making process in the Russian Federation.
