Abstract:
As the author of this article points out, in Russia there had never been a civil society in its Western European mode, and it have just began forming. However, Russia have always been the state, where the life of community has been important for most people, and the state have always had to take this into consideration. For this reason, in order to form a civil society in Russia one first has to turn to the civil legal order.
